Community participation SAGY : The approach Leadership Leveraging the leadership, capacity, commitment and energy of the Members of Parliament to develop model Gram Panchayats. Community participation Jan_Bhagidari, participatory preparation of Village Development plan, shram dan Government Schemes Converging different government programmes like PMGSY, MGNREGA, AJEEVAKA, Rural water Supply, with private and voluntary initiatives to achieve comprehensive development in tune with people’s aspirations and local potential.

SAGY : key aspects Personal Development : Moral Values , hygienic behavior, daily exercises, free from alcoholism, dignity of labour and promoting volunteerism, respect for women, Human Development :universal access to health, balanced sex ratio, no malnutrition, universal primary education and retention of all until class X, smart school,: IT enabled class rooms, e-Libraries, e literacy, Social development: Volunteerism, honoring village elders, village freedom fighters, violence and crime free village, integrating socially excluded groups like SC/ST Economic development: diversified agriculture, dairy and livestock, organic farming, soil health cards, micro-irrigation, rural industrialization, post harvesting technology, food processing, village & eco-tourism Environment sustainability : tree plantation, rainwater harvesting, watershed development, toilet in each household Basic Amenities : piped clean drinking water, road connectivity to main road, electric connection to all homes with 24/7 power, broad band connectivity, mini- bank with ATM Good Governance : e-governance, online certificates, election by consensus

SAGY : Timeline of implementation Item of Work Time from Date of Launch Selection of Adarsh Gram One Month Awareness generation on the Scheme Two months Environment creation and social mobilisation Three months Initialisation of first stage activities Review of first stage activities Five months Completion of preparation of Village Development Plan (VDP) Seven months Approvals and sanctions Eight months Activities to Begin Nine months Review of progress of VDP at Gram Sabha level and District level One year (twelve months)

SAGY : Role of MP Identify and select the Adarsh Gram- Clause 11 of the guidelines 3000-5000 Population (plain areas) ; 1000-3000 Population (Hilly difficult and tribal areas) If not possible, average population size of the panchayats in the constituency will be kept in view A full GP will be identified and not part of it. The selection process shall be completed by 10-11-2014. District Magistrates may be intimated regarding the identified GPs. Guidelines The MP will identify one GP to be taken up immediately and two others to be taken up a little later LS MP has to choose a GP from within his / her constituency and RS MP, GP from the rural area of a district of his / her choice in the state from which he /she is elected. Nominated MPs may choose GP from the rural area from any district of the country In case of urban constituency (where there are no GPs), MP will identify a GP from a nearby rural constituency. MP will not identify a Panchayat to which he/she or his/her spouse belongs.

Institutional Structure MPs will guide and lead the initiative Chief Secretary will ensure convergence and coordination with Departments at the state level. Collector will be the Nodal Officer at the District level. He will be assisted by a Charge Officer nominated specifically for facilitating the implementation of SAGY.

SAGY : The Goal To develop three Adarsh Grams by March 2019, of which one would be achieved by 2016. Thereafter, 5 such Adarsh Grams (one per year) will be selected and developed by 2024.
