Cement-NAMA Development in Indonesia How it may contribute to Industrial Estate NAMA development Dr Markus Francke GIZ PAKLIM INDONESIA Work Area Industry Implemented by: INDUSTRIAL AREAS: BE COMPETITIVE THROUGH SUSTAINABILITY. CRITERIA FOR BEST PRACTICES | MEXICO 13-14 Oct 2015

Summary – 5 key thesis / messages Private sector is crucial for CO2 mitigation/adaptation Cement-NAMA is the frontier for more industries to follow (pulp & paper, textile, fertilizer, etc) Approach in cement –NAMA could be used for Industrial Estate-NAMA development (IE-NAMA) IE-NAMA could lead to an integrated SIA Only with clear leading policy, full engagement of private sector, and continuous capacity building; a CO2 mitigation investment is sustainable Standard template for text, diagramme etc. Cement-NAMA Development in Indonesia - How it may contribute to Industrial Estate NAMA development

Outline Background Cement NAMA Proposal MRV Where are we now? Lessons learned Best Practices Way forward Opportunities: contribution to Industrial Estate-NAMA Standard template for text, diagramme etc. Cement-NAMA Development in Indonesia - How it may contribute to Industrial Estate NAMA development

CRITERIA FOR BEST PRACTICES Cement-NAMA Proposal : “Reducing CO2 and Closing the Waste Gap; Encouraging Waste-to-Energy in the Indonesian Cement sector” Objective: to increase the use of alternative fuels from industrial and municipal solid waste Mitigation potential up to 3.8 million tCO2 until 2020 What makes it unique: Involvement of private sector; low budget needed; High commitment from cement companies and its association (ASI) INDUSTRIAL AREAS: BE COMPETITIVE THROUGH SUSTAINABILITY. CRITERIA FOR BEST PRACTICES

Best Practice – EIE development Nation- wide planning (legislation adopted: nawa cita, RIPIN, quick wins, etc) Involvement of all stakeholders (signed MoU, various FGDs, ad-hoc working group) Incentives for existing IE (IE award & planned incentives) Continuous awareness raising (workshops, trainings, study trip, conference) Cement-NAMA Development in Indonesia - How it may contribute to Industrial Estate NAMA development

Way Forward Continuing cement-NAMA development: MRV, registration to UNFCCC, first bankable project Transferring the lessons learned from cement-NAMA to IE-NAMA development Select/choose new/existing IE as showcase for further development of sustainability & IE-NAMA Acquire funds for further development of cement NAMA and IE-NAMA Cement-NAMA Development in Indonesia - How it may contribute to Industrial Estate NAMA development

Opportunities: Development of Industrial Estate-NAMA Facts: waste has always been a major issue in Indonesia  waste to energy as one of the solutions. Overall idea: exchange materials or energy to mutual advantage. All new industries are obligated to located in IE  diverse types of industrial waste IE as the “provider” of industrial waste (and the treatment facility) Majority of IE still use the conventional end-of-pipe measures , but the interests to have zero emission efforts are there! Ideas are already informally “proposed” by the cement industry.
