Harmonizing CRPD Obligations and the 2030 SDG Action Agenda Progress and Prospects in Implementation MEDD 28-29 November 2016

Harmonizing CRPD Obligations and the 2030 SDG Action Agenda Details: A presentation of data collected by DPI and G3ict in 106 countries involved in CRPD implementation, with cross-references to the 2030 SDGs Action Agenda. Participants will explore and outline prospects for improvement – especially as they relate to monitoring progress and implementation for education, employment, information technology and poverty reduction.

Harmonizing CRPD Obligations and the 2030 SDG Action Agenda This presentation is based on the findings from “2016 CRPD ICT Accessibility Report and SDG Survey of Countries' Readiness and Preparedness” Guiding Research Questions: Where do we stand on implementation of CRPD’s ICT and AT accessibility provisions? Are people with disabilities meaningfully included in monitoring and reporting on implementation of the CRPD? Are countries ready and prepared to meaningfully include people with disabilities in monitoring and reporting on implementation of 2030 Agenda?

Harmonizing CRPD Obligations and the 2030 SDG Action Agenda 2016 CRPD ICT Accessibility Report Data Derived from: 2 sets of surveys: 1 set for legal experts; 1 set for accessibility experts survey questions mapped to specific CRPD ICT and AT Accessibility provisions additional questions mapped to 2030 Agenda key Goals, Targets and Indicators surveys completed by 114 local correspondents in 106 countries: 89 countries from Global South; 17 countries from Global North representing 64% of global population data collection completed in cooperation with Disabled People’s International and local DPOs and experts

Harmonizing CRPD Obligations and 2030 SDG Action Agenda - Key Challenges Challenge #1: Readiness and preparedness for reporting on key SDGs, Targets, and Indicators Out of 106 States Parties surveyed by DPI and G3ict in the Spring of 2016: 30% of 17 Global North countries report that they do collect disability data and statistics related to specific SDGs, Targets and Indicators; Malta, New Zealand, Portugal, Russia, Serbia, Slovenia, Spain; 25% of 89 Global South countries report that they do collect disability data and statistics related to specific SDGs, Targets; Algeria, Barbados, Cameroon, Cape Verde, Colombia, Dominican Republic, Ecuador, Gabon, Ghana, Guatemala, India, Jamaica, Malaysia, Maldives, Myannmar, Nicaragua, Palestine, Qatar, Samoa, Sudan, South Sudan, and Vietnam, Among countries which collect data, NONE have data for all key SDGs. Harmonizing CRPD Obligations and the 2030 SDG Action Agenda - Key Harmonizing CRPD Obligations and the 2030 SDG Action Agenda - Key Issues and Questions How can ongoing CRPD implementation be designed so that it can both support and draw strength from the wider U.N. reform – i.e., 2030 Agenda? What do we mean by harmonization or convergence of the CRPD and the 2030 Agenda for Sustainable Development? How might it be done? What is process? Where do we stand in terms of private business sector involvement of CRPD implementation? How do we harmonize that with 2030 Agenda? How do we harmonize ongoing CRPD implementation with 2030 Agenda in: (a) Education?; (b) Voting?; (c ) Employment?; (d) Judicial and legal proceedings? How can people with disabilities be more meaningfully involved in monitoring and reporting on CRPD and 2030 Agenda implementation in their countries? What kind of data do we need to inform CRPD & 2030 Agenda implementation? How can we ensure that dialogue in the monitoring and reporting process is constructive?

Harmonizing CRPD Obligations and the 2030 SDG Action Agenda Conclusions: Report documents progress and prospects in: Member States' implementation of their CRPD ICT accessibility obligations through the use of inclusive practices, and Countries' readiness and preparedness in their capacity for meaningful monitoring and reporting on CRPD and SDGs by, with and for people with disabilities Recommendations: Recommendation #1. Identify and build on working models and frameworks for CRPD and 2030 Agenda national awareness campaigns and multi- stakeholder involvement, and build on those effective practices. Recommendation #2. Develop and enact systematic formal processes to involve organizations of persons with disabilities in policy making and monitoring as per Article 33 of the CRPD. Recommendation #3. Global Mobilization and Outreach Regarding Data Collection and Monitoring of the implementation of the CRPD and SDGs for Persons with Disabilities.
