Strengthening our organizational structure to support schools and student learning Principal and Headmaster Meeting January 31, 2013

Agenda Why are we doing this? What progress is being made? What will be different? What network will I be in? What is the timeline for identifying the Assistant Superintendents of Networks? Supports greater student achievement Gives more voice to schools Schools and school leaders as the lever for change Provide opportunities for collaboration Increases mutual accountability Between Central Office departments Between Central Office and Schools Increases instructional support from Central Office Less focus on compliance, more focus on supporting schools

The following outcomes will be achieved through a new organizational structure and model We have developed a structure that… Supports improved student learning Gives more voice to schools Increases mutual accountability Increases instructional and operational support from Central Office Supports greater student achievement Gives more voice to schools Schools and school leaders as the lever for change Provide opportunities for collaboration Increases mutual accountability Between Central Office departments Between Central Office and Schools Increases instructional support from Central Office Less focus on compliance, more focus on supporting schools

The new model will create school networks staffed with functional liaisons and led by Assistant Superintendents Illustrative Academic Departments Network Assistant Superintendents Deputy Superintendent / Academics Deputy Superintendent / Operations Chief Financial Officer Operations Departments Finance Liaison Facilities Liaison Student Engagement Liaison Special Education Liaison Educator Effectiveness Liaison Math Liaison Data Liaison Human Resources Liaison Instructional Tech Liaison ELA Liaison ELL Liaison Operational Leader Key features of the model Six networks will support grades Pre K-8, with an additional network to work with high schools and an additional network for vocational-technical education For each network, Assistant Superintendents of Networks provide input into evaluations of all network liaisons The Assistant Superintendent of Networks evaluates the performance of school leaders Each liaison is assigned to one or multiple networks based on need or availability of FTEs in the individual divisions The specific liaison positions in each network may change as the model is refined * Some liaisons will cover multiple networks

The Implementation Committee is working on four levers to drive culture change under the new model Steps for successful implementation 1 Articulate a clear vision and structure 2 Culture change Successful networks Improved support to schools Increased student achievement Develop standards of performance 3 Ensure strong delivery Build and strengthen skill sets Establish systems and processes Create structures for collaboration/planning 4 Monitor and improve

The liaison: a system of support for schools and school leaders Common expectations for liaisons: Possess a “can do” attitude; proactively solve problems for schools Use a school-oriented approach; spend substantial time in schools Take a customer-service oriented approach; able to use feedback to improve service Provide feedback from schools to inform district policy Represent department at the school level Collaborate with other Network liaisons and Assistant Superintendent of Networks Build school leader and building capacity across functions Roles and responsibilities may vary some by function: ELL Special Education Family and Student Engagement Finance Facilities Operational Leader Instructional Technology Literacy Math Educator Effectiveness Human Resources Data

The network structure is aimed at improving the services provided to schools from central office What will networks accomplish? What will be different? Supports improved student learning Gives more voice to schools Increases mutual accountability Increases instructional and operational support from Central Office Dedicated liaisons will bring services closer to schools/reduce response time from central office Networks will ensure collaboration across departments Principal surveys/network meetings will give more voice to schools and enhance mutual accountability Reduced span of control will increase support from central office
