Presented by: Brian Campbell and Adrian Huber 2017-18 PDE PIMS Changes Presented by: Brian Campbell and Adrian Huber

Career Standards Benchmarks Reporting the attainment of established benchmarks in 5th, 8th, and 11th grades Rationale Required by the Future Ready PA Index to track student participation in a career readiness program This information is already being tracked by your LEA, however, this is the first time the data will be submitted to PIMS Y/N submission added to the Student Fact Template

Non-CTC Work Based Learning Experience Allows Non-CTC LEAs to report the award of industry credentials through work based learning experiences outside the scope of an approved CTE program Rationale Required by the Future Ready PA Index and will allow LEAs to earn extra points the way CTEs are capable through Industry Credential Certifications Encourages LEAs to capture and report additional student achievements

Local Assessment (Reading & Math) Allows LEAs the choice to report results from alternative local assessments (other than PSSA/ PASA) for Grade 3 Reading and Grade 7 Math Rationale Giving LEAs the option to administer locally created tests (must be PDE approved) The PSSA/PASAs are still required and will serve as the standard measurement for LEAs

Enrollment Codes Utilize revised enrollment codes to accurately capture student enrollment transactions Rationale Standardizing code sets across platforms Increasing data quality in the following areas: Graduation Cohort Attribution Accountability Attribution Tracking student mobility 6 new codes were added and 3 were retired

EL Changes If Valid Value 01 or 06 (Current EL STUDENT) is selected in Field 41, a new field was created (Field 45 – LIEP TYPE) to provide further explanation of the program LEP/ELL – changed to EL when referring to the student and LIEP when referring to the program Rationale Federal regulation allowing for EL Data to be collected in a more efficient manner 01 – Current EL, not LIFE (Limitted or Interrupted Formal Education) 06 – Current EL, LIFE LIEP – Language Instruction Education Program

Charter School unexcused absence requirement Tracking unexcused absences by all students (from all LEA Types) will allow habitually truant calculations to be made for all students Rationale Streamlining the collection into a single location will allow PDE to aggregate habitually truant data New DQE Rules will be utilized to compare unexcused absences to enrollment data, which will increase data integrity

Children of Military Reporting of a new data element to capture if a student is the child of a military parent Rationale Required by ESSA for Military Children Identifier A parent/guardian is an active duty member of a branch of the Armed Forces (Army, Navy, Air Force, Marine Corp, and Coast Guard) including fulltime National Guard?

High Priority Industry Credentials (CTE only) PDE has designated CTE Industry Credentials that are aligned with High Priority Occupations This change will be done completely by PDE, and nothing will be required of the CTEs Rationale Allow PDE to accurately report data needed to support Perkins IV accountability guidelines and reinforce current BCTE efforts

Additional PIMS Changes Assessment Participation Codes: Retired values J, K, and L from Field 212 (Student Template) No longer collected by subject area, and changed Fields 214, 215, and 216 to Y/N values (Student Template) Title I: Add a Y/N value for Field 96 (Programs Services Code) to track Title I Part A data Special Ed – Primary Placement Type: Added Field 32 (Special Ed Snapshot) to determine if a Special Education student was place by a non-educational agency Student Status Codes: Added 3 new codes Assessment Participation – NIMS, NOCTI, and NIMS and NOCTI New Student Status Codes U – 1305 Non-Resident Foster student (Residency Status Code B or C) V – Non-Resident Parent Paid Tuition W – Opportunity Scholarship Tax Credit Student SpecEd Primary Placement Type – this is a Y/N field and a list of agencies types is listed in the PIMS Manual

Additional PIMS Changes (cont’d) Full Zip Code: Field 20 (Student Template) is now required Homebound Instructional Minutes: Retired Field 12 (Student Calendar Fact Template) Guardian Relationship: Retired Field 23 (Student Template) Program Codes: Retired 16 Programs Codes Graduation Status Codes: Retired unused codes Special Education – Exit Code: Added value 99 (Special Education Snapshot Template) Full Zip is now required on the Student Template (5#, 5# - 4#, 5#-) Homebound Instruction – this data is no longer utilized by PDE Guardian Relationship – this data is no longer utilized by PDE Program Codes – 16 Program Codes were retired due to the EL and Title I changes Graduation Status Codes – removed codes dealing with aging out, b/c a student can’t graduate if they’ve aged out SpecEd Exit Code – new code is “Moved to another LEA in PA, know to be continuing”

Cohort Graduation and Dropout PVAAS PIMS Data Sets Additional Reporting Updates Cohort Graduation and Dropout PVAAS PIMS Data Sets

Cohort Graduation & Dropout Update Grade 9 Entry Date is now stored at the student level Overrides require documentation showing grade 8 to grade 9 transition year 2016-17 attribution is done through data updates Run Cognos Frozen Data PDE Attribution Cohort Graduation Detail report weekly and request corrections as needed DRC Attribution will only correct errors from other LEAs that incorrectly attribute students to you A new ACS is due by January 31, 2018 and includes: Cohort Count Graduate Count Cohort Graduation Rate Grade 9 Entry Date is now stored at the student level. Overrides require documentation showing grade 8 to grade 9 transition year. Documentation includes transcripts showing the students grade 8 and subsequent grade 9 school year OR a copy of the Student ID Search - Grade 9 Entry Dates report showing the student in grade 9 for the first time in the year being requested. For 2016-17 school year attribution is done entirely through data updates. Chief School Administrators should have their attribution coordinators run the Cognos Frozen Data PDE Attribution Cohort Graduation Detail report weekly and request corrections as needed. This report shows all students in the cohort for the LEA. Each student is listed individually with one of three statuses: Transferred from listed LEA, Transferred out to listed LEA or No Change. By following the reporting guide in the how to manual data corrections can be made to fix students listed as Transferred out or No Change. Students transferred in must be corrected by the LEA reporting that student. If the LEA reporting a transferred in student won’t correct their data, you can request the attribution be corrected during the DRC attribution window. DRC Attribution will only be used to correct errors from other LEAs that incorrectly attribute students to you. However, you should request those LEAs correct their data prior to the DRC Attribution process if possible. PDE will not continue to use DRC to correct reporting errors made by your LEA as this creates students who are not correctly accounted for and breaks the correct data to report audit trail. All attributions can be done by following the reporting guidance in the how to manual or contacting the application support group for assistance. If an unaccounted for situation arises they can work directly with the Office of Data Quality to make corrections. Reports are available year round showing current grad status reporting for all students, August 8th for grade 9 verification and September 18th showing cohort graduation for your LEA. These reports will allow your LEA to report a correct cohort before it is submitted to DRC, EdFacts, PDE website publication or SPP.

New PVAAS September PIMS data set All PVAAS PIMS data pulls will now be listed on the 2017-18 Elementary-Secondary Data Collection Calendar! September 19th PVAAS data set (new)(optional for LEAs) Create PVAAS/PEERS school user accounts for teachers for Oct 2017 PVAAS reporting release Updates PVAAS student projections for your currently enrolled students October 5th PVAAS data set (aligned with Winter Keystone Pre-codes): Create/Move PVAAS/PEERS school user accounts within an LEA.
