Global Citizenship Day 5 Dr. Siobhán McPhee Adapted from http://www.edutopia.org/blog/film-festival-global-education-citizenship-resources

A citizen is… A. a person who does good deeds. B. someone involved in politics. C. a member of a community who has rights and responsibilities. D. an adult.

So does that mean that I’m a citizen? Of a city? Of a state? Am I a citizen of the world? We’re citizens of SOMETHING, right?

YES! A community is a group of people who share an environment. Every day you are part of several different layers of community. That means you have many different levels of citizenship!

Citizenship Circles QUADRANT I: Names of the Levels

CITY You are a citizen of the city in which you live. Record the name of your city (or the city or town closest to you) here… City State Nation World

STATE Our country is made up of 50 states (and a district, too). You are a citizen of the state/province/district where you live. Write the name of your state/province/district here… City State Nation World

NATION You are also a citizen of your country. Write down the name of the nation in which you live here… City State Nation World

WORLD As a citizen of the world, you know you have rights and responsibilities in a global context as well. Write in Earth in the “World” level … City State Nation World

Does your QUADRANT I look like this? Earth Canada BC Vancouver City State Nation World

Where do these rights and responsibilities come from?

Citizenship Circles QUADRANT II: Sources of Rights and Responsibilities

SOURCES OF RIGHTS & RESPONSIBILITIES If being a citizen means having rights and responsibilities, where do rights and responsibilities come from?

We get our rights and responsibilities as citizens from… A. different places, depending on the level of citizenship. B. one member of the community who decides for us. C. politicians. D. the President.

CITY City Charter Cities usually have a city charter. This document tells how the city will run. It usually contains some rights and responsibilities of city citizens.

CITY City Charter Record it here! World Nation State City

STATE/PROVINCE/DISTRICT State Constitution Each state has its own constitution that guarantees rights to the state’s citizens.

STATE Record it here! State constitution City Charter World Nation State/Province/District City

In Canada we are guaranteed a list of rights in our Constitution. NATION Canadian Constitution In Canada we are guaranteed a list of rights in our Constitution.

NATION Record it here! Constitution State constitution City Charter World Nation State City

Evolving International Standards WORLD Evolving International Standards Globally, it’s not just one document. It’s an evolution of ideas on rights. Some important landmarks on that trajectory are …

Evolving International Standards WORLD Evolving International Standards Landmark Document Contribution to Global Rights Magna Carta (1215) A ruler, just like everyone else, is subject to the rule of law. Declaration of Independence (1776) Everyone is created equal and endowed at birth with basic rights. UN Charter (1945) Human rights, dignity, and equality are central global values in the modern era. Universal Declaration of Human Rights (1948) The rights of all people must be protected if the world is to have freedom, justice, and peace.

Magna Carta  Modern Int’l Law WORLD Summarize it here like this! Magna Carta  Modern Int’l Law Canadian Constitution BC constitution City Charter World Nation State/District/District City

Citizenship Circles QUADRANT III: Rights

Rights are… A. things adults get to do. B. privileges the President has. C. electric bulbs that let you read in the dark. D. privileges or claims to something.

RIGHTS PLANETARY ORBITS You would need circles the size of the to list all the rights citizens have at each level. Let’s just list a few examples:

CITY City Charter Rights here are about practical matters, like the right to services your city provides: sidewalks, parks, and others.

Right to use city services City Charter World Nation State City Right to use city services Record it here! Discuss It: Would it be a problem if the Canadian Constitution talked about sidewalks?

STATE State Constitution Province constitutions usually repeat many of the rights listed in the Canadian Constitution. But often they add more…

STATE State Constitution For example, BC constitution guarantees the right to a free education, or the right for kids under 14 not to work.

State Constitution Right to use city services Record it here! World Nation State City Right to use city services Right to free education, right of children not to work Record it here!

NATION Canadian Constitution Guarantees really big rights like freedom of speech, freedom of religion, and protection from discrimination.

Right to use city services World Nation State City Right to use city services Right to free education, right of children not to work Freedom of speech, freedom of religion, protection from discrimination Record it here!

Universal Declaration of Human Rights WORLD Universal Declaration of Human Rights The Universal Declaration of Human Rights lists a full range of rights: political, civil, social, economic, and cultural.

WORLD For example … Type of right Example Political People have the right to take part in the government of their country (Article 21) Civil People are equal before the law (Article 7) Social Marriage shall be entered into only with the free and full consent of the potential spouses (Article 16) Economic People have the right to work where they choose, under healthful working conditions (Article 23) Cultural Everyone has the right freely to participate in the cultural life of the community (Article 27)

WORLD Universal Declaration of Human Rights Right to use city services Nation State City Full range of rights (political, civil, social, economic, civil) that one is entitled to, no matter who or where one is Right to use city services Right to free education, right of children not to work Freedom of speech, freedom of religion, protection from discrimination Record it here!

Citizenship Circles QUADRANT IV: Responsibilities

Responsibilities are… A. things only adults have to do. B. duties we have to other people, to the government, or to the law. C. unpleasant activities adults force kids to do. D. chores you do outside.

City charters often contain rules, kind of like a school handbook.

There are city ordinances about good neighborliness … …as well as obligations you are responsible for acting on.

CITY City Charter Remember: State Nation World Be a good neighbor, vote, jury duty Record it here! Remember: These are just examples! What responsibilities do you have in your town?

STATE Province Constitution Paying TAXES is one of the biggest responsibilities you’ll find in a provincial constitution…

What do you think the province uses your taxes for? State Constitution City State/Province/District Nation World Be a good neighbor, vote, jury duty Pay taxes, vote, respect and obey laws Record it here! Discuss It: What do you think the province uses your taxes for?

NATION Canadian Constitution The Constitution does not have a list of responsibilities, but the powers it gives to the federal government suggest some.

It guarantees the right to vote, so citizens have the responsibility to …

Record it here! Pay taxes, vote, respect and obey laws, City State Nation World Pay taxes, vote, respect and obey laws, perform national service when called upon Be a good neighbor, vote, jury duty Pay taxes, vote, respect and obey laws Record it here!

Our shared existence & common future WORLD Our shared existence & common future There are no named responsibilities of global citizens written anywhere, and there’s no world government with powers that would obligate individuals to do anything.

Our shared existence & common future WORLD Our shared existence & common future But we live in a world that is interconnected, and we have a framework of cooperation set up by the UN that means nothing if people don’t get behind it.

Our shared existence & common future WORLD Our shared existence & common future We need to treat people everywhere with respect, protect the environment, and fight injustice wherever it occurs.

Our shared existence & common future WORLD Our shared existence & common future If we don’t, we can’t coexist fairly and peacefully today, and we won’t have a very promising future to look forward to.

WORLD Record it here! Treat all people everywhere with respect, protect the environment, fight injustice City State Nation World Pay taxes, vote, respect and obey laws, perform national service when called upon Be a good neighbor, vote, jury duty Pay taxes, vote, respect and obey laws Record it here!

What rights do you have as a global citizen? Now, let’s review: What rights do you have as a global citizen? What responsibilities do you have to others and to the planet?
