Consolidated Plan Practices Aligning Plans with EDA
Aligning Planning Efforts Memorandum Of Understanding (MOU) HUD and the Economic Development Administration (EDA) are working together to describe how grantees can better coordinate their local planning efforts so that planning documents prepared for one agency can also be submitted to the other agency. MOU executed in October 2016 Inter-agency work group established Currently in early planning stages All outcomes will be voluntary. Not new requirements. This effort began with approval of a Memorandum of Understanding in October. More detailed feasibility analysis is underway. OR WORDS TO THIS EFFECT
Comprehensive Economic Development Strategy (CEDS) Con Plan EDA’s strategic planning document Must be updated at least every 5 years Prerequisite to funding Requires stakeholder involvement Assesses area’s economic needs & undertakes a market analysis Has an action plan component Looks for measureable results A CEDS looks much like a consolidated plan. Aligning Consultation & Citizen Participation Process Aligning plans will provide an opportunity to bring new partners to the planning process Economic Development agencies, local businesses, roundtables and associations can provide feedback on where investments are placed. Workforce centers and their advisory boards can provide feedback on job creation and retention needs. Regional participation can add perspective to the planning process. Opportunities to share resources and administrative load may be discovered. (regional job training, transit enhancements, shared revolving loan fund)
Aligning Funding EDA funding is used for economic investment. CDBG can complement this goal. Job creation and retention Removal of slum and blight Developing a workforce Targeting areas for reinvestment
