Reallocation Reallocation may occur for low performing projects (e.g. housing stability, increased income, utilization rates, and spend rates) First time renewals CANNOT be reallocated Eligible projects created through reallocation (page 21 NOFA): (1) DedicatedPLUS projects as defined in Section III.A.3.d. of this NOFA or permanent supportive housing projects where 100 percent of the beds are dedicated to chronic homelessness; (2) may create new rapid rehousing projects that will serve homeless individuals and families, including unaccompanied youth; (3) Joint TH and PH-RRH component projects, which will include transitional housing and permanent housing-rapid rehousing in a single project to serve individuals and families experiencing homelessness; (4) dedicated HMIS projects; and (5) SSO projects for a centralized or coordinated assessment system.

DedicatedPLUS and Bonus Page 11 summarizes project types which can be created through the housing bonus funds Bonus is 6% in Tier 2 Definition of Dedicated PLUS page 18-19 of NOFA Impacts of choosing Dedicate PLUS: reduces CH beds for CoC Joint TH and PH-RRH Projects [Page 20 NOFA]- In the FY 2017 CoC Program Competition, CoCs may create new Joint TH and PH-RRH component projects to better serve homeless individuals and families. The Joint TH and PH-RRH component project includes two existing program components–transitional housing and permanent housing-rapid rehousing–in a single project to serve individuals and families experiencing homelessness

Certification of Consistency with the Consolidated Plan This item will be completed by the Kings/Tulare Homeless Alliance.

CoC Combined App Scoring CoC Consolidated Applications will be assessed on a 200-point scale. Scoring starts on Page 42 of NOFA Impacts individual project score—50 pts of the total 100 points available.
