Human Capital Development A Study of Civil Society Engagement in the National AIDS Programme Presenter: Nicole Drakes

Research Objective To determine the effect of human capital on the engagement of civil society organisations in the National AIDS Programme National AIDS Programme (NAP)  national, multi- sectoral expanded response One NAP challenge  mobilisation of civil society support and involvement Civil society involvement is seen to be a reflection of their limited capacity to manage programmes. No literature on human capital development and CSO Emphasis on private sector firms and firm performance or organisational effectiveness Existence of positive relationship between human capital and firm performance Human Capital-Firm Performance Relationship is not linear. Only 2 organisations perceived as active or fully mobilised – CARE Barbados and UGLAAB Multiple definitions of human capital “the skill, experience and capacity to develop and innovate, that is owned by individuals” (Whittaker and Wilson, 2007:59 ) Different types of human capital Ranges from generic to highly specific General, firm, task-specific, intellectual and social

Research Questions ‘To what extent does human capital development (HCD) in civil society organisations (CSO) account for variations in their level of involvement in the Barbados National AIDS Programme (NAP)?’ HCD strategies employed by the CSOs under evaluation? CSOs with similar HCD strategies = similar levels of engagement in the NAP? CSOs definition of HCD? HCD influence CSO involvement in the NAP?

Conclusion The value of different types of capital varied from CSO to CSO Human capital co-exists of with other types of capital Curvilinear relationship between HC- organisational performance Research Implications Expanding the study to other CSOs as well as government and private sector organisations
