Background (1) During Typhoon Haiyan in November 2013, requests came to WMO Secretary General from affected Members for WMO support in terms of real time monitoring data

Background (2) Successful response (with help from CMA, JMA), in spite of a lack of adequate routine protocols for such situations Following a post-Haiyan expert mission, this topic was addressed by Joint RA II/RA V WIGOS Workshop for Disaster Risk Reduction in Jakarta 2015 Indonesia, from 12 to 14 October 2015 It was aimed at enhancing the exchange of observations across the Southeast Asia region and to improve the availability and quality of most relevant observations for DRR, e.g. early warning systems for severe weather events

Joint WMO RA II/V WIGOS Workshop on DRR Representatives from 8 RA II and 6 RA V WMO Members reported on their national observing networks and participated in the discussions. Specific topics presented by 8 invited experts: Weather forecasting and warnings, Radar observations, Lightning detection systems, Satellite observations GSM (Global System for Mobile communications) attenuation by rain, OSCAR databases. Previous draft plans for two Joint RA II/RA V WIGOS projects were reviewed and further developed, one on weather radar data, one on satellite data.

The Jakarta Declaration (1) The major outcome of the Workshop was the “Jakarta declaration”: Proposes to develop two WIGOS projects across regions II and V: one on Satellite data, one on Radar data To establish a joint coordination group for each project; The Management Groups of RA II and RA V are requested to review, approve and support these projects.

The Jakarta Declaration (2) a) “Satellite Data Project” is aimed at: (i) strengthening the capabilities of all Members to use geostationary satellite images and derived products in support of DRR; (ii) developing a protocol for the NMHSs in the project countries to request event-driven rapid-scan imagery for their respective national areas of interest; b) “Radar Data Project” is aimed at: (i) improvement of data quality of existing radars, (ii) development and expansion of national radar networks, (iii) near real time international exchange of radar data, (iv) development of «sub-regional» radar data centre(s).

The Jakarta Declaration (3) Recommends: the WMO SG to support the projects with technical assistance within available resources; satellite operators provide the necessary support via CGMS. Encourages: satellite operators of the Rep. of Korea, China and Japan to make digital data at the full resolution available to all Members involved in the project and to support it in any way they can; all participating Members to freely share their radar data products with other project Members, according to the project plan

Next Steps Discussion on satellite data project during AOMSUC-7 in Republic of Korea, October 2016 Discussion on both projects during RA II EG-WIGOS in Abu Dhabi, United Arab Emirates, October-November 2016 Discussion on both projects in RA II Management Group, December 2016 (RA-V MG has already approved) To be proposed and formally adopted during RA II Session in Abu Dhabi, Feb. 2017 To be proposed and formally adopted during RA V Session, tentatively scheduled for 2018
