Contingency planning mission Darfur For IASC weekly, Geneva, November 21 2007

BCPR/SURGE contingency planning mission Mission Purpose: To assess UNDP’s current programme and operations, with the aim of preparing for an eventual expansion of recovery activities and strengthen its current engagement to support the ongoing peace efforts and establishment of UNAMID. How UNDP Sudan can best fulfil its role in the current context. Assist in developing an appropriate programme strategy, with the view to facilitate an eventual transition from relief to recovery. Review current management and operational capacity in Darfur 4 person team mission was fielded by BCPR/SURGE between September 26 – October 11 to Khartoum and Darfur.

Scenario Analysis #2 Partial peace and growing stability, resulting in increasing numbers of ‘oases of stability’. #3 ‘Outbreak of peace’ among the majority of Darfur’s stakeholders, but with lingering localized conflicts and instability. #1 No formal peace and continued insecurity in various locations, but with opportunities for early recovery in less affected communities. #4 Collapse of current peace efforts and deteriorating security as a result of fragmentation of armed groups and rise of war-lordism.

UNDP response strategy: expanding early recovery interventions Programmatic thrust: Expand rule of law programme. Support to alternative and sustainable livelihoods Capacity building on natural resource management (land and water) Targeted expansion to reach rural communities (where possible) and marginalized population groups (especially Arab nomad communities). Dialogue, conflict mitigation and management. Joint-programming. TRAC 1.1.3  US$ 36 million in 2006 7.2% of UNDPs core budget CO Survey: 87% praise disbursement speed (61% in 2001) Thematic Trust Fund CPR (TTF) Non-core resources for crisis prevention and recovery; US$ 510 million mobilized in 2004-2006 US$ 47 million Un-earmarked CPR contributions in 2004-2006 Total Resources spent by UNDP on CPR US$ 250 million spent on CPR programmes around the world in 2005, and $150 million in 2004. 5% of UNDP’s total expenditure in 2004-2005

Early recovery

Strengthening UNDP institutional and operational capacity in Darfur Programmatic expansion must be accompanied by strengthening the operational capacity. UNPD institutional presence and representation in Darfur. Core field structure with region hub (El Fasher) and two satellite offices (Geneina and Nyala) Roll-out of a preparedness plan is currently underway.
