6.a. (1) Background In the 11th APEC Energy Ministers’ Meeting (EMM) in September 2014 at Beijing, China, APEC Energy Ministers instructed “the EWG, including through APERC, to continue cooperation on emergency response, with international organizations.” APEC Oil & Gas Security Initiative (OGSI) was approved as an APEC Self-Funded project in EWG 48 in November 2014 in Port Moresby, Papua New Guinea. APEC Energy Ministers instructed “the EWG, with the support of APERC and other organizations such as IEA to strengthen oil and gas emergency response mechanisms in the APEC region through OGSI” in the 12th EMM in October 2015 in Cebu, the Philippines.

6.a. (2) APEC Oil & Gas Security Initiative (OGSI) OGSI consists of three pillars: Oil & Gas Security Exercise (OGSE) on a voluntary basis; Oil & Gas Security Network (OGSN) by officials in charge of oil and gas security policy in each Economy; and Oil & Gas Security Studies (OGSS) on research topics related to oil and gas security in the APEC region.

6.a. (3) APEC OGSI: Progress in OGSE OGSE in the Philippines was held in Taguig City on 7-9 December 2015. Expert Review Team was composed of 10 members – IEA, ACE, ASCOPE, HAPUA, ERIA, Japan, Korea, the USA and the Philippines (from the academia). The OGS–Exercise Model Procedure (EMP) was used for the first time. About 35 attendees from different government agencies and private companies participated in the exercise. 3 emergency supply scenarios were presented for the exercise. 6.a. (4) APEC OGSI: Progress in OGSN Nine bi-monthly OGS Newsletters were already issued and circulated since December 2014. The 2nd Oil and Gas Security Forum was held on 10-11 March 2016 in Kagoshima, Japan. Representatives from 19 economies and 5 international/regional organisations participated. A special workshop session on risk management approaches to energy security was conducted by Australia. Site Visit in Kiire Oil Terminal

6.a. (5) APEC OGSI: Progress in OGSS Six studies were already published. Oil Supply Security and Emergency Policy in the APEC Region The Impact on Oil Distribution by the Great East Japan Earthquake The Energy Reform in Mexico Prospects and Compromise Points of the Arab Spring Petroleum Product Trading and Security Melting of the Arctic Sea Ice Two studies are near completion. ISIS and Its Risk for APEC Plans for the Fuel Supply during Mega Disasters One study is underway. Energy Security Indexation

6.a. (6)APEC OGSI: Future Plan OGSE Australia is considering the implementation timing of 2nd OGSE in late 2016. Peru has shown an interest in hosting OGSE in 2017. OGSN The 10th issue of OGS Newsletter will be released in June 2016. The 3rd OGSN Forum is planned to be held in Irkutsk, Russia in 2017. OGSS 3 new topics were chosen: Impact of Low Oil Price on Energy Security; Gas Security in APEC; and Geopolitical Implications of Iran Nuclear Agreement.
