Global Fund engagement in EECA transition countries 2017-2019 allocation Transition preparedness and requirement on transition plans (e.g. Kosovo); Transition grants (e.g. Turkmenistan TB, Albania HIV forthcoming); Differentiated co-financing incentive (e.g. all countries); Pre-requisites for financing (e.g. Serbia + Montenegro on social contracting mechanism, OSF TA); Catalytic investments: Global Fund reserves a portion of overall funds (USD 800m) for programs, activities and investments which cannot be addressed through country allocations alone. Multi-country approaches: Of $272m, $50m for HIV with specific focus on MICs with barriers to scale up services for KP or have insufficient resources for transition in EECA, LAC, MENA and SEA. FPM and STC Specialist support to continue advocacy agenda (governments, donors), leverage regional partnerships (incl. WHO, GDF on procurement issues). Operational exceptions to support transition process and advocacy effort (e.g. CCM funding in Bosnia, grant closure in Bulgaria, buffer procurement in Montenegro (cars, commodities)).

Opportunities for civil society engagement CCM plays a critical role in overseeing transition process. Civil society should engage with community representatives on CCM to ensure correct representation of issues. Increased domestic financing does not always happen during grant implementation (e.g. MNT). Need for continued advocacy, various strategies (sub-national, national, regional, global). Use opportunities for support/flexibilities even after Global Fund grant implementation is over. Work together, rather than each organization for their own. Funding pre-requisites are an opportunity to leverage sustainability and build on emerging social contracting mechanisms in the sub-region. Croatia, Macedonia, Moldova, Kazakhstan. Civil society engagement in design of mechanism is critical.
