The Legislative Branch – Congress (Article I) What does it mean to legislate? To write laws (rule of law) Proposed laws are known as bills All bills may only exercise the expressed powers of Congress the Constitution (limited government) Bills must pass both the House of Representatives and the Senate in order to become a law (separation of powers &checks and balances)
