Cascade Water Alliance owns and operates two infrastructure projects The Bellevue Issaquah Pipeline White River-Lake Tapps Project in Pierce County

Bellevue Issaquah Pipeline (BIP) The BIP runs seven miles from Bellevue to the Sammamish Plateau. It delivers water to Bellevue, Issaquah and Sammamish Plateau.

Bellevue Issaquah Pipeline (BIP) In case of a major event involving the BIP, Cascade has: Purchased a 40’ steel container to fill with materials needed for the BIP at Sammamish Plateau Well 9/Issaquah shops Purchased parts for emergency repairs and stored inside and outside of the container (valve, pipe fittings, gaskets, etc.) Began discussions with a SPU radio vendor to obtain radios for emergency communications

White River - Lake Tapps Project The White River Lake Tapps Project is approximately 13 miles long from the point of diversion in Buckley to the point of discharge back to the White River in Sumner. Besides Lake Tapps and its dikes, the Project includes a concrete flow line, sediment basins, fish screen facility, pipelines/penstocks, Powerhouse, and many other facilities.

For the White River – Lake Tapps Project, Cascade has taken the following actions in preparation for a seismic emergency: Established an emergency action plan (EAP) for the Lake Tapps dikes. Recently held an EAP table top exercise with plan holders to practice the plan and make improvements. In 2015, constructed a Dike 3 Seismic Remediation Project (met 2500 year seismic standard). In the process of analyzing other Lake Tapps dikes for meeting current seismic standards Lined up contractors for use in emergencies Stockpiled Type 17 fill material at three locations (Dike 4, dike 12, and tailrace) in case of a dike impending failure.

Future Considerations Based on some work done by the Forum and Joe’s operations experience at SPU dealing with earthquakes and emergency response, here are some ideas/questions for Cascade members to consider: Emergency water on hand; temporary treatment stations, pipe supply Communications, internal, customers, within/between members and Cascade Line up contractors for emergencies Have earthquake/meter shut off values? Ball and socket?

Future Considerations (cont’d) Water supply – boil water notices, get water from SPU. Understand that available water is not potable but for life support services Transmission line information; repair information Sources for acquisition for repairs; what parts needed? Crews, contractors available, on call? Equipment available and/or on call?

Future Considerations (cont’d) Should we add/increase storage for pipe repairs. Where should it be located? At what cost? Can Cascade shut off SPU valve if no water from SPU? To what degree can our members intertie? Should we have a Joint EOC ? Where? How can Cascade, members allocate staff/ resources?

Future Considerations (cont’d) How can Cascade members support each other? Can our crews fix SPU problems in member areas? Is there plan to pump water from Lake Washington? Propose table top with SPU on how supply works in case of earthquake (Just Cascade or all purveyors?) Complete MOU with SPU to buy emergency materials
