Ionospheric Scintillation Activity in Africa unknown! Scintillation: Rapid amplitude and phase fluctuation of radio signals in space due to turbulence. SCINDA SCINDA: Scintillation Network Decision Aid. Real-time, data-driven communication outage forecast and alert system hosted by AFRL, USA. SCINDA was designed to provide regional specification and short-term forecasts to operational users in real-time.
