Certification & CLOCK HOURS: What you need to know

Certificate types Standard – issued prior to 1987 Initial/Continuing – issued prior to 2000 Residency – 1st tier certs issued after 2000 ****new changes!*** Professional – 2nd tier certs issued after 2000 One-year permit – temporary (pending only test scores) Substitute teacher – lifetime certificate, never expires

What is my cert status? Educators are responsible for keeping their certificate valid…be aware of your expiration date and plan ahead for your renewal requirements. www.k12.wa.us/certification Log into e-certification and view your credentials

Continuing certificate Tier 2 Credential issued between 1987 - 2000 (Initial Tier 1) You will renew every 5 years with 150 clock hours or the equivalent (15 quarter credits, 4 PGPs). You can combine these to meet the required minimum (1 PGP for 30 clock hours + 5 credits + 70 clock hours) In lieu of the above, may be renewed with a valid NBPTS certificate

Professional certificate Tier 2 certificates issued after 2000 Pre-2014: renews the same as continuing certificates (150 clock hours, 15 credits, 4 PGP’s, or any combo) Post-2014: must renew with 4 PGP’s Either may renew with a valid NBPTS certificate

Residency certificate Tier 1 certificates issued after 2000 Educators may upgrade to the professional by completing NBPTS or ProTEACH*** New change! HB-1341 was passed by the legislature and signed by the governor in July. This bill removes the requirement to upgrade to the professional and creates a new renewal option for educators to renew the residency certificate every 5 yrs with 100 clock hours or equivalent college credit. First renewal: must have had an issues of abuse course!

Temporary permit If you are teaching under a temporary (1 year) permit pending testing, you must submit the required test scores (WEST-B and/or endorsement tests) prior to your permit’s expiration. No extensions are given. Once scores are submitted, your residency first issue certificate can be issued. If you expire, you will have to re-apply and pay for the Residency once you have scores.

Residency first issue Your first issue of the residency has no expiration date assigned. Once you reach 1.5 FTE and your district reports that information to OSPI, you will be required to apply to “reissue your credential” OSPI has started emailing reminders in January to those needing to reissue the following June. Just log in and apply, there are no other requirements than the 1.5 FTE. Issued a 3-year expiration.

Upgrade to the Professional Upgrading to the Professional certificate is now optional. There are two pathways to achieve this Tier 2 credential: National Board Certification: www.nbpts.org/national- board-certification/candidate-center/ ProTEACH Portfolio: www.waproteach.org/

NATIONAL BOARDS Comprised of four components: Component 1 – Content Knowledge (computer-based assessment) Component 2 – Differentiation in Instruction (portfolio) Component 3 – Teaching Practice and Learning Environment (portfolio that includes two video recordings of your teaching) Component 4 – Effective and Reflective Practitioner (portfolio)

ProTEACH Portfolio Comprised of three entries: Entry 1 – Professional Growth and Contributions (measures your analysis of and reflection on professional growth and its impact on student learning) Entry 2 – Building a Learning Community (measures your description and analysis of the learning environment established in the classroom) Entry 3 – Curriculum, Instruction, and Assessment (measures your analysis of and reflection on your curriculum, instruction and assessment, as well as your impact on the learning of 3 focus students)

Which should I choose? NBPTS ProTEACH Time to complete 2-3 years (often requires a component resubmission) 1 year Components Test, Portfolio, and Teaching Videos Portfolio Incentives $5,208 bonus Additional $5,000 for teaching in a qualifying challenging school None Note: It is highly recommended that you participate in a support group to work with others on either portfolio.

endorsements What grade levels and subjects you are eligible to teach are listed on your certificate as endorsements New changes!: Most subject-area endorsements can now be added by passing the NES/WEST-E test and applying on e-certification. Some endorsements still require a state-approved program and test (Elem Ed, Spec Ed, Early Childhood Ed, Early Childhood Spec Ed, ELL, Bilingual, Reading, and CTE: Agrigulture, Business & Marketing, Family Consumer Science, and Technology Ed)

Stem All teacher certificate renewals (continuing, professional, residency, CTE) beginning Sept 1, 2019 must meet the new STEM requirement. Teachers w/STEM area endorsements must have 15 STEM clock hours (or one STEM goal on one PGP) **Having a valid NBPTS certificate does not meet this requirements**

STEM Information

tpep Beginning on September 1, 2019, renewal applications for professional teacher, continuing teacher, administrator, and CTE certificates must document completion of at least 15 clock hours, or at least one goal from an annual professional growth plan (PGP), related to the knowledge and competency of the teacher and principal evaluation criteria or system. This is not required for residency certificate renewal.

Clock hours Clock hours are professional development hours as defined by WA state code. (note: CEUs and contact hours are not the same as clock hours) Clock hours must be approved by a WA state approving agency prior to the workshop start date Clock hours cannot be earned for less than 3 hours of attendance Earned clock hours must be registered with the ESD (recorded on your official clock hour transcript) in order to be valid for re-certification and for movement on the salary schedule (1 quarter credit = 10 clock hours, 1 semester credit = 15 hours)

Registering clock hours The process of registering clock hours has changed. Paper clock hour forms are no longer provided for you to complete and send to the ESD. PdEnroller makes registering clock hours simpler, paperless, and fast. No more forms tucked into teacher guides, briefcases, misc folders, or stacks of paper. Keep track of your pd online. **Old forms must still be mailed**

Quick pdEnroller Overview Attend a workshop Make sure you sign the attendance roster When attendance has been entered into the system, you will receive an email from enroller notifying you that your survey and clock hours are available **stay tuned for updated attendance features!** Log into pdEnroller, go to Clock Hours menu and select “My Clock Hours.” Pending classes are in your queue. Click to complete the survey and then pay your clock hour fee online with your credit card.

Cost to register hours If OESD 114 sponsors the hours: The fee is $2.00 per clock hour (3 hours = $6.00) Registering old clock hours on paper forms 90 days or more past the end date of the workshop Add a $10.00 research fee to the clock hour fee for each late form

Clock hours sponsored by other agencies If you attend a workshop sponsored by an outside agency (ie: OSPI, WEA, WIAA, AWSP, or other ESD’s) Pick up the clock hour registration form at the event, pay for the hours to the provider, make sure the form is signed by the provider. Send to OESD 114 with a flat $3.00 recording fee to have it added to your transcript.

Clock hour transcript How do I get a copy of my clock hour transcript? Official copies are sent to each school district twice per year. Official copies may be requested from OESD for $5 Unofficial copies may be downloaded from your clock hour page on pdEnroller.

Do I HAVE to register my clock hours with OESD 114? PROVIDED BY OESD 114 PROVIDED BY OTHER AGENCY Using hours for: Pay Enhancement Yes Certification *No *Must be registered w/provider Remember: Clock hours are not considered earned until registered with the providing agency.

Earned & registered… now what? Your clock hours are on your transcript How do you use them to renew your certificate? Clock hours (earned during the 5 year validity of your renewing certificate) must be logged in e-certification Log in, view credentials, click on educator tab, and select professional development. Click to add professional development hours. Complete info for each workshop attended using your transcript.

Is that it? Am I renewed? Almost, but not quite... Once your hours are logged, go back to your welcome screen (home) and click the option to “renew your WA credential.” Follow the steps in the application wizard and pay the application fee. Processing times can vary, so plan ahead.

What if I move to another school district? If you stay within the OESD 114 service area, let us know. Your pdenroller account needs to be updated. If you move out of our service area, you will need to request a transcript from us to give to your new district.
