Survey Background Survey Monkey questionnaire Issued in mid-November to over 250 3rd sector organisations in East Lothian. 19 Responses (7.6%) 35 questions covering a range of topics including: Low response, however, if we had more, do we think they would have been vastly different?

Key findings 20 % said they did not feel their organisation was ready to implement the C&YP Act More than 30% said they did not understand EL’s Child Wellbeing Pathway 40% not using Wellbeing Indicators to describe and record outcomes 20% = 3 people Re wellbeing – could be the way the question was worded. Generally positive responses to most questions – we are highlighting the areas that a few people did not feel as positive about and want to check that out with your own perspective.

Key findings 20% did not understand the role and responsibilities of the Named Person and 60% said they were not aware of how to contact the NP in school holidays 27% disagreed re knowing what they could share with NP & what the process for sharing was 27% have not contributed towards a child’s plan 27% = 4 people

Key findings: EL C&YP Plan 27% don’t understand how they could contribute to the EL C&YP Plan. 20% had said their organisation had made no use of the plan with 73% stating they’d used it to some extent.

The National GIRFEC Picture Commencement of Named Person and Child’s Plan provisions have been delayed following the Supreme Court Judgment on Parts 4 & 5 of the Children and Young People (Scotland) Act 2014. A full explanation of the judgement is here; http://www.parliament.scot/ResearchBriefingsAndFactsheets/S5/SB_16-66_Named_Person.pdf In response to the judgement Scottish Government have stated they will commence a three month period of intense engagement led by the Deputy First Minister and the Minister for Childcare and Early Years, Mark McDonald.  Once that work is completed, the Deputy First Minister will return to Parliament to announce the next steps in terms of legislative process.  The ambition of the Deputy First Minister is to work towards a commencement date of August 2017.
