Few words about INCONET EaP / Black Sea Horizon Projects IncoNet EaP and BSH Projects are Coordination & Support Actions (CSA) funded under the FP7 and H2020 Framework Programmes; Main objective: to facilitate the STI policy dialogue btw the EU and all the EaP / Non-EU Black Sea countries; IncoNet EaP activities: 2013-2016 ( EN, CC, HE); BSH activities: 2015-2017( horizontal); Type of activities: (a) Policy Dialogue/Conferences (PSCs, ad- hoc), (b) Analytical Evidence, (c) Promotion of H2020 (Grants for researchers, Info days, Twinning grants, Feasibility for ERANETs, etc.), (d) Promotion of Innovation & Cap. Building BLACK SEA HORIZON

Objectives of the Feasibility Study Conducted by IncoNet EaP jointly with BSH (through local partners); To facilitate the inclusion of funding agencies from EaP/BS countries in thematic ERANET Cofunds and JPIs leading to joint funding activities with EU/MS in specific themes; In particular, joining on-going & open/ forthcoming ERANET consortia and/or calls (WP 2016-2017), or any other form of synergies with national funding schemes; BLACK SEA HORIZON

Objectives of the Feasibility Study Output: A feasibility study to (a) promote the concept of ERANET/JPIs in EaP/BS (b) showcase previous best practices (e.g. ERANET RUS) and (c) to identify specific interest on themes / schemes; NOT PASSIVE STUDY Consultation process with programme owners of the EU MS and funding agencies in EaP/BS to identify common ground and readiness for commitment on which to build joint structured cooperation . BLACK SEA HORIZON

Methodology used (Period Nov.15-Mar.16) Step 1: Mapping/screening of all the ERANETs/JPIs ongoing + open/forthcoming (focus on EN/CC/HE); 45 ongoing & 35 open/forthcoming ERANETs; 10 JPIs Step 2: Contact Coordinators of ongoing to provide updated info; most replied; Step 3: Prepare a comprehensive package addressed to local EaP/BS authorities + template to fill in BLACK SEA HORIZON

Methodology used Step 4: Collect information from all EaP/BS interested funding agencies (topics/specific ERANETs); Step 5: Communicate again with ERANET Coordinators (ongoing) + EC (forthcoming); inform about interest/commitments; use of ERALEARN tool; Step 6: Facilitating process btw EU & EaP / BS agencies (part of which: Baku Workshop) BLACK SEA HORIZON

Perspectives for EaP / BS Countries Need to further familiarize with ERANET schemes (administratively, etc.); need to adopt a culture; co-funding research with EU maximize results in the country; Need to be clear on priority areas that could bring added value at the national level; then co-fund In particular, A/C to H2020 (UA, GE, AM, MD) need to take out most of benefit from open calls for ERANETs; not passive/EU interest for new players seems high; Need to use tools such as “IncoNet EaP” to facilitate contacts (e.g. budget for travel to ERANET/JPI official meetings till Dec. 2016); e.g. next Annual JPC; 22 Nov.
