1. What is the utility of the WBCi tool? It helps to identify needs. Gives clarity on what to request from the government. Helps to highlight the needs of all regions in a country. Helps to clarify what the priorities are and how resources should be allocated (both across activities and across regions). Tool is very adaptable. Also serves as a checklist, and can play a role in accountability of funding. It can monitor trends in funding over time.

2. Who can use the tool? Government NGOs UN agencies Development partners Civil societies IYCF committees

3. How do you link the tool with policy assessment processes (i. e 3. How do you link the tool with policy assessment processes (i.e. WBTi)? WBTi can be used to identify gaps and priorities that will serve as a starting point for the costing tool WBTi and WBCi can be complementary There is a need to help develop a priority plan It would be great if the tool can be used to track the activities of different ministries in the government. Multisectoral aspects are important. Tool is missing the ability to identify different sources of funding, and history of funding/expenditure.

4 and 5. Can the tool be used to develop a plan of action 4 and 5. Can the tool be used to develop a plan of action? If yes, then how. How to use the tool to develop budget-line in the existing child health and nutrition budgets? Need to start by highlighting IYCF issues in the country, rationale for investing, what the government will save/gain by investing there should be a way to calculate/allocate contingency funds for IYCF in emergencies At the beginning, need to understand the governments current expenditure. How can the tool match the governments framework?

6. How can your government promote the costing paper and the WBCi – your suggestions? The tool should be promoted to the governments of developed countries as well. First step is to let the government know about the tool. It would be useful to hold an initial regional workshop with policy makers/government officials. Government will adopt it into their plans.

7. How can WHO or UN agencies take the financial tool forward? Facilitating open access to country-specific unit cost data for any/all interventions Publish results Host regional workshops to build capacity and share experiences
