Little Philmont October 6, 2017 Tifee Scout Camp Mount Pleasant, Utah “Priesthood-led Scouting Youth-led, Adult-guided” 10/6/2017

Key Points The Priesthood drives the whole. Scouting is a resource for the Priesthood. Priesthood keys and revelation direct the work and activities, including scouting. The bishopric does not hand off young men activities. The bishop and his counselors are to be with the young men in their quorum meetings and their activities, including scouting. The Aaronic Priesthood holder cannot become powerful in the Priesthood from the sidelines. 10/6/2017

Doctrine and Principles “The second priesthood is called the Priesthood of Aaron . . . The bishopric is the presidency of this priesthood, and holds the keys or authority of the same.” Doctrine and Covenants 107:13,15 10/6/2017

“The President of the Church delegates priesthood keys to other priesthood leaders so they can preside in their areas of responsibility. Priesthood keys are bestowed on presidents of temples, missions, stakes, and districts; bishops; branch presidents; and quorum presidents.” Handbook 2 at page 8 10/6/2017

“. . . you are authorized to ordain him a bishop, and set him apart to preside over the ward and to be the president of the Aaronic Priesthood and of the priests quorum in the ward, conferring upon him all the keys, rights, powers, and authority of his office. . . In the blessing, it would be appropriate to refer to his duties as a common judge in Israel and as the presiding high priest of the ward, with specific emphasis on his responsibilities for the Aaronic Priesthood and the young women of comparable age.” (Excerpts from the First Presidency letter to Stake Presidents authorizing the ordaining and setting apart of a new bishop). 10/6/2017

“And again, verily I say unto you, the duty of a president over the office of a deacon is to preside over twelve deacons, to sit in council with them, and to teach them their duty, edifying one another, as it is given according to the covenants. And also the duty of the president over the office of the teachers is to preside over twenty-four teachers, and to sit in council with them, teaching them the duties of their office, as given in the covenants. 10/6/2017

Doctrine and Covenants 107:85-88 And also the duty of the president over the Priesthood of Aaron is to preside over forty-eight priests, and sit in council with them, to teach them the duties of their office, as is given in the covenants— This president is to be a bishop; for this is one of the duties of this priesthood.” Doctrine and Covenants 107:85-88 10/6/2017

“. . . the bishop . . . serves personally and actively as quorum president.” Handbook 2 at page 52 10/6/2017

“The Aaronic Priesthood holder cannot become powerful in the priesthood from the sidelines.” Bishop Gary E. Stevenson, Presiding Bishop, April 3-4, 2014, General Conference Leadership Meetings 10/6/2017

“The Lord vitalizes the priesthood by beginning with young men (see 1 Samuel 3; 1 Samuel 17; Mormon 1; Joseph Smith—History 1). The Aaronic Priesthood has always played an integral part in the Savior’s Church (see D&C 84:106-10).” From “The Spiritual Work of the Priesthood”, April 2014 General Conference Leadership Meeting 10/6/2017

Priesthood keys and revelation direct the work and activities. Summary The Priesthood drives the whole. Scouting is a resource for the Priesthood. Priesthood keys and revelation direct the work and activities. The bishopric does not hand off young men activities. DISCUSSION AND QUESTIONS 10/6/2017

What about the priesthood keys of the Stake President? QUESTIONS What about the priesthood keys of the Stake President? Bishops can get spread thin. How do they handle it? What are the Bishop’s priorities? What is the significance of the maximum number of members in each Aaronic priesthood quorum? 10/6/2017

Why does the Lord have the President of the Church delegate priesthood keys to boys? What does “Youth-led, Adult-guided” mean? What are some examples? How does it differ from the old “shadow leadership” concept? Should planning of mid-week activities and scouting activities take place in quorum meeting or some other time? 10/6/2017
