Responsible Person The Person Who Has Control Of The Premises; Employer Owner Landlord Managing Agents Tenants Occupiers May be devolved Just clarify who the responsible person is i.e. person in control And that they could delegate the risk assessment to other persons but only to persons who are competent Also explain that you could have tiered Responsible persons For example Our chief ( ultimate responsible person) Fire safety officer may be delegated to carry out the risk assessment on a fire station. The Station manager will then manage the RA and becomes the responsible person for the Fire station. For the chief to devolve that responsibility he must know that people have the knowledge to do the tasks. Under Article 27 we can request to know who the responsible person is
Relevant Persons Any person who may be lawfully on the premises; and Any person in the immediate vicinity of the premises who is at risk from a fire on the premises As slide
Competent Person The competent person or fire risk assessor need not possess any specific academic qualifications but should: understand the relevant fire safety legislation; have appropriate education, training, knowledge and experience in the principles of fire safety; As slide 6
Competent Person have an understanding of fire development and the behaviour of people in fire; understand the fire hazards, fire risks and relevant factors associated with occupants at special risk within the buildings of the type in question, have appropriate training and/or experience in carrying out fire risk assessments.
