Mobile Governance Toolkit: Strategizing Mobile Learning for Women and Girls Tomasz Janowski The concept of EGOV4d and the framework are the result of research we carried out Choice between presenting a single research line in depth, or an overview of the program with several research lines all contributing to a common objective. AIM AND OUTLINE AIM To explain the concept of Mobile Governance, to present the Mobile Governance Toolkit and its application in Vanuatu, and to explain how the Toolkit could help in systematically introducing gender issues into national policy-making for Mobile Governance. MGOV DEFINITION Transforming the working of government organizations and their interactions with citizens, businesses and other arms of government through strategic use of mobile technologies to achieve more efficient, effective, transparent and accountable public governance.

MGOV TOOLKIT AND GENDER MAINSTREAMING Observations and lessons learnt: Gender issues did not appear from policy analysis but from interviews (Council of Women) The National IT Policy lacked a specific gender-focused goal, prompting inclusion of the “Gender Equality” goal which raised slightly the score of gender-focused strategies Gender-focused strategies appeared spontaneously in the health and education contexts In the implementation plan, gender issues were entirely embedded in sectorial strategies The strategy selection process was a missed opportunity for gender mainstreaming Gender-oriented review of the strategy selection process and outcome would be useful

CONCLUSIONS The presented MGOV Toolkit is: Systematic – it prescribes a series of steps to be carried out under precise specifications Comprehensive – it describes analysis of local conditions, and the development of the MGOV policy instrument based on such analysis Replicable – the steps are well-documented and can be repeated under different parameters to produce different outcomes Generic – the knowledge base could be rebuilt for different groups of countries, resulting in the instrument that matches different national conditions. Gender mainstreaming could be studied as an “emerging property” of the MGOV policy instruments produced using the Toolkit but, more importantly, the Toolkit could produce gender-sensitive MGOV policies by design.
