Energy Efficiency Programs and Priorities in Mexico APEC EGEE&C 45th Meeting Day 1, Session 5.- Economy updates

What is Conuee? Ministry of Energy´s technical branch on energy efficiency. It promotes energy efficiency in economic and social sectors and serves as technical body regarding sustainable use of energy. Conuee´s focus to achieve EE: Promotion of best practices: media campaigns, development of curricula for schools… Technological replacement: standardization program, financial schemes, street lighting replacement, solar water heating program…

Conuee’s programs PROGRAMS BY SECTOR CROSS- CUTTING PROGRAMS SUPPORT PROGRAMS

Main Programs/Activities for 2015 Sector Main Programs/Activities for 2015 Federal Government Buildings Enforcement of the Energy Efficiency Guidelines. Pilot projects through the ESCO scheme. Financial schemes to upgrade federal buildings and industrial facilities. States and Municipalities Street Lighting Replacement Program. Development of a Water Pumping Program. Promotion of EE requirements in building codes. Promotion of distributed generation EMS in commercial buildings. Capacity building for local officials. State-owned Enterprises Support to CFE and PEMEX industrial facilities. Implementation of EMS.

Main Programs/Activities for 2015 Sector Main Programs/Activities for 2015 Large Energy Users Technical support and capacity building to implement EMS. Residential Sector Energy saving campains in households. Promotion of RE generation in households. Support national programs aimed at building energy efficient households. SMEs Development of financial schemes. Development of technical certainty schemes to facilitate access to financing.

Cross-Cutting Activity for 2015 Program Cross-Cutting Activity for 2015 Standardization Promotion of standards for buildings in states and municipalities. Development of a standard for heavy-duty vehicles. Update of standards that cover appliances/equipment with rapid changing technology. Energy Management Systems (EMS) Deployment of EMS in SMEs, municipalities and federal facilities. Transport Provide technical assistance/training to staff in charge of vehicle fleets (public and private). Link national stakeholders and international institutions with interest in the field of EE in transport. Development of strategies to improve EE in public transportation. Public campaigns to promote an efficient use of vehicles.

Cross-Cutting Activity for 2015 Program Cross-Cutting Activity for 2015 Buildings Strengthen compliance with standards for buildings (residential and commercial). Tools to facilitate EE and RE. EMS in comercial buildings. Develop and strengthen curricula and profesional degrees on EE in buildings. Strengthen the information systems and development of indicators. Solar Water Heating (SWH) Strengthen regulatory framework. Promote the use of SWH among specific sectors. Development of financial schemes. Capacity building and technical certification for installers.

Cross-Cutting Activity for 2015 Program Cross-Cutting Activity for 2015 Statistics and Energy Efficiency Indicators Gather information on energy consumption and energy consuming systems, by sector, in the country. Engage in cooperation with international institutions to develop energy indicators and energy consumption models, as well as exchange databases.

Program Support Activity for 2015 PRONASE Development of the National Program for Sustainable Use of Energy (PRONASE) Evaluate compliance of PRONASE. Develop a 15-year prospective on sustainable use of energy in te country. International Cooperation Strengthen collaboration with international organizations and other countries. Strengthen suppor for LAC countries. Promotion and dissemination Campaigns Public campaigns to engage population in the efficient use of energy. Develop guides, brochures, apps… to promote energy saving. Social networks campaigns.

How have we been benefited from international collaboration? Support in the implementation of EE activities. Support to achieve the national priorities on EE by providing: Technical certainty Capacity building Information that allows to make decisions on EE Facilitates access to financial resources and technical exchanges with the most developed countries in EE.

Energy and Climate Partnership of the Americas (ECPA): Mechanism through Mexico supports some LAC countries. Proposed by President Obama in 2009. It works in 7 pillars. Mexico leads the EE pillar. It aims to strengthen capacity building in the region through the development of workshops, exchange missions and seminars. Collaboration EGEE&C-Mexico could also benefit some LAC countries.
