A. The reasons for Japanese aggression in Asia in the 1930’s were: JAPAN HIT VERY HARD BY DEPRESSION = HIGH ______ UNEMPLOYMENT JAPAN LACKED FOOD (Famine) / LAND --POPULATION INCREASING, CANT FEED THEM 3. JAPAN LACKED NATURAL RESOURCES; HAS TO IMPORT EVERYTHING 4. EMPEROR IS BOTH POLITICAL LEADER AND RELIGIOUS LEADER, CONSIDERED A GOD ON EARTH – ALL JAPANESE EXPECTED TO OBEY HIM AND HE SUPPORTS ULTRNATIONALISTS/MILITARY FOR EXPANSION

B. American Response 1940-41 -- FDR cannot use MILITARY force (due to the NEUTRALITY Acts) – so he attempts an economic EMBARGO = cut off SUPPLY of OIL to Japan to force Japan to stop its aggression. USA-Japanese NEGOTIATIONS begin (November 1941) – but neither side is willing to CONCEDE ANYTHING OR COMPROMISE, SO TALKS GO NOWHERE –

What did the Japanese economy & military require to function? C. Pearl Harbor Attack What did the Japanese economy & military require to function? OIL which had been EMBARGOED by the U.S. in July 1941 The U.S. demanded that Japan WITHDRAW from CHINA and INDOCHINA before America would lift the EMBARGO The Japanese sought to negotiate --- if the US EMBARGO continued, then Japan would fight.

Pearl Harobor Continued The Americans had broken the Japanese communications CODE and knew that the Japanese planned to attack, but did not know…… WHERE or WHEN. When it became clear that the US would not back down, Hideki TOJO with approval from Emperor HIROHITO ordered a ___________ SURPRISE attack at PEARL HARBOR which was carried out on December 7, 1941.

Pearl Harobor Continued The Japanese simultaneously attacked the PHILIPPINES, DUTCH INDIES (INDONESIA), GUAM, WAKE ISLAND, SINGAPORE : JAPANESE NOW CONTROL THEIR OIL SUPPLY AND MOST OF ASIA (USSR IS NEUTRAL – NOT INVOLVED)
