The State of Boulder Parks & Recreation: 2013 2014 Master Plan: the need for an RPI Recreation Program Needs Assessment Fiscal condition Unimplemented efforts from ‘06 Master Plan (pyramid) and RPFP (100-400 levels) 1-Several recommendations to categorize services, including the '06 Master Plan, the 2010 RPFP and the City Manager's Work Group on Rec. The National Park Service created a framework to prioritize their assets. The Asset Priority Index (API) is an objective approach to classifying assets which allows decision-makers to reduce subjectivity. All scoring is based on a 100-point scale and uses weighted categories. Assets are then placed into “bands” and have related funding floors and ceilings. Background & Context
