Strategy (1/3) Overall/strategic objectives of the OP Consistent with the priorities identified at the Community Strategic Guidelines and the NSRF, and with the National Reform Programmes developed under the Lisbon process Specific objectives In line with the strategic/overall objective. Each Programme’s specific objectives should correspond to an OP priority axis. Identification of priority areas and their justification In light of the CSG and the NSRF thematic priorities, and the objectives of the Programme. Breakdown by categories

Strategy (2/3) Summary description of the main findings of the ex-ante evaluation Summary description of the partnership process Description of how the promotion and mainstreaming of gender equality and equal opportunities will be ensured Description of how the programme will address the issue of sustainable development Where a Strategic Environmental assessment has been undertaken, a description of how the SEA results are taken into account in the OP strategy

Strategy (3/3) ESF specific requirements Description of how the EU recommendations are addressed Provide a basis for interventions of social partners (i.e. institutional capacity, adaptability of workers and enterprises) Strategy for the promotion and mainstreaming of innovative actions, the promotion of trans-national and inter-regional cooperation and partnership

Priority Axes One thematic priority axis should correspond to maximum one priority as identified by the corresponding Fund-specific Regulation The description of a priority axis includes Main objectives of the priority axis Quantified targets and indicators (preferably result indicators) Identification of the main target groups/sectors/areas, and/or beneficiaries Sufficient information on a list of indicative activities The desired degree of flexibility in the OP and use of the flexibility facility (not necessary to quantify, but state which axes will be concerned) Information on demarcation with similar activities financed by the EAFRD and the EFF Presentation of the technical assistance actions as a separate priority Refer to the use of global grants, when it is anticipated that this instrument will be used

Implementing provisions (1/2) The managing authority, certifying authority, audit authority and intermediate bodies The public or private body designated to give an opinion on the compliance of the systems descriptions (when it is not done by the Audit Authority) The body responsible for receiving payments from the Commission The body/ies responsible for making payments to the beneficiaries The monitoring and evaluation systems The arrangements (to be) agreed with the Commission for the computerised exchange of data

Implementing provisions (2/2) A summary of the evaluation plan with the indicative evaluation activities The procedures being implemented to provide assurance on the reliability of the accounting, monitoring and financial reporting systems The procedures for the mobilisation and circulation of funding ensuring that financial flows are transparent The elements aiming at ensuring the publicity and information of the operational programme Information on practical provisions and mechanisms: Ensuring promotion and mainstreaming of gender equality and equal opportunities Ensuring the mainstreaming and implementation of innovative actions, and the use of good practices How the partnership principle in ensured at all levels of implementation (including at the composition of the Monitoring Committee To implement transnational and interregional cooperation To implement coordination and consistency of actions between Funds and other programmes operated in the eligible area (including EAFRD and EFF) and where appropriate, with other financial instruments (EIB and EIF)
