DEED’s Proposal DEED is proposing the following educator quality definitions: Inexperienced Teacher Out-of-Field Teacher Ineffective Teacher (18 minutes total) You will want to start with a quick ‘mini’ agenda of this section. Inexperienced Definition An inexperienced teacher is in their first year of practice. An inexperienced principal and other school leader is in their first year of leading. (you have 18 minutes – be sure to time out each part of this section of your presentation) Use a slide like this for each of the topic you have selected. Note that it is suggested to share no more that three major points. Less is always more. Those who want more will ask and you can do that at the end of the presentation.

Out-of-Field Definition An Out-of-Field teacher is teaching in a subject area that they are not endorsed to teach. Example: An endorsement in Biology would be in field for all science course assignments. (you have 18 minutes – be sure to time out each part of this section of your presentation) Use a slide like this for each of the topic you have selected. Note that it is suggested to share no more that three major points. Less is always more. Those who want more will ask and you can do that at the end of the presentation.

Ineffective Definition An ineffective teacher was . . . on a plan of improvement OR notified that their continued employment was contingent on the implementation of a plan of improvement but resigned. An ineffective tenured teacher was. . . receiving district support or a plan of professional growth OR any of the Level of Support indicators above

Ineffective Definition An ineffective teacher was absent from his assigned position for 20 days or more (excluding medical).

Alaska’s Current Reality State Equity Plan definition used highly qualified requirement. Alaska repealed highly qualified requirements in December 2016. Passing a content area exam and having two years of experience in some areas allows for additional endorsement. (18 minutes total) You will want to start with a quick ‘mini’ agenda of this section. Rationale: Out-of-Field Allows needed flexibility particularly in the sciences and social studies areas. More accommodating to our small schools with teachers teaching multiple subject areas. Data analysis at the state level matching the teacher certification and certified staff accounting data collections. Considerations: Out-of-Field Unsure content knowledge of the course assignment (e.g. Biology vs. Physics). Requires an endorsement instead of just passing a content area exam.
