Presidential Reconstruction Lincoln’s Plan Johnson’s Plan 10% Plan Amnesty: Loyalty Oath for White Southerners (excluding Confederate officials) 10% allowed for a state to set up a new government Limited black suffrage Three states followed plan Congressional Response: Wade-Davis Bill Provisional Governor, majority to pledge loyalty, abolish slavery, disenfranchise Confederate leaders Vetoed “Restoration” Amnesty Provisional Governor Qualified voters to set up new government Revoke secession ordinance Ratify 13th Amendment Repudiate war debts By end of 1865, all Confederate states had formed governments

Congressional Response to Actions in the South Joint Committee on Reconstruction Extended life of Freedmen’s Bureau Civil Rights Act (1866): gave blacks citizenship and allowed for federal intervention to protect rights 14th Amendment (proposed in 1866)

Congressional Reconstruction Plan Rejected states admitted under Lincoln & Johnson (TN admitted to Union) South divided into 5 military districts, with commander governing Qualified voters (adult black males & white males who had not participated in the rebellion) created new state government Congress to approve new government State had to ratify 14th Amendment Once 14th Amendment became part of Constitution, states could be readmitted

Back into the Union 1868: 7 of 10 states readmitted VA & TX in 1869 MS in 1870 (15th Amendment included)
