Update on Review of Implementation Plans ACE II Technical and Advisory Conference 24-26th October 2016, Nairobi, Kenya Eugene Mutimura, PhD ACE II Project Coordinator Inter-University Council for East Africa (IUCEA), Regional Facilitating Unit (RFU) 24th October 2016

IUCEA/[RFU] Role ‘Editorial’ Did the Center of Excellence address Reviewers Comments/observations? Were the reviewers comments fully integrated in improved ACEs IPs/ Proposal?

Reviewers Important Elements on IPs IUCEA/[RFU] facilitated finalization of Implementation Plans: through assessing whether reviewers’ comments were fully integrated in the revised IPs Observations on whether the IPs were satisfactory or needed further review were sent to the Center Leaders for further review.

When IPs were considered Satisfactory IUCEA/[RFU] informed the Leaders of Centers of Excellence and the Ministries in Charge of Higher Education that the IPs were satisfactory IUCEA/[RFU] followed up with countries and ACEs were made to facilitate meeting other effectiveness conditions. 

General Criteria for Evaluation A: Technical review comments by reviewers General comments Specific comments to improve the IP

B: Compliance with the following budgetary requirements: 15% of the funds are invested in partnerships At least 10% funds are invested in partnerships outside the ACEs hosting country Funding for Civil works i.e. construction works do not exceed 25% of the total budget

Reviewers Important Elements on IPs 1. Specific comments by the reviewers Educational development Staff upgrading in teaching Teaching and supervision and mentorship 2. World Bank funding requirements: No additional payment for staff salaries, responsibility allowances, remuneration, bonus or any other financial incentives

Reviewers Important Elements on IPs 3. Reviewers highlighted that staff incentives Form of staff capacity building activities Participation and presentation at conferences, publications, annual learning exercise or retreat for staff training and staff training Project management such as monitoring and evaluation

Reviewers Important Elements on IPs 4. Continuous review of curricula for postgraduate program through test, adjust and retest approach rather than only once every review in five years 5. This approach (Continuous review) would contribute to more innovative in teaching, while assisting other regional collaborators in implementing similar innovative learning culture

Review of Implementation Plans 6. Strengthen regional collaboration To deliver on education, research Regional collaborations with industry and other Universities 7. All IPs are considered Satisfactory- What next? 8. Annex: Performance and Funding Agreement
