TL III – 2017 Group discussion on the breeding program self-assessment E S Monyo; e.monyo@cgiar.org TL III Annual Meeting ICRISAT Patancheru, Telangana India 26 – 27 Feb, 2017

BPAT – An assessment tool based on the key elements that drive a breeding program’s ability to achieve higher rates of genetic gain Breeding-specific execution factors - - Program Overview, Program personnel, Program design and operations, testing program, product release, breeder seed production and program results. Enabler support Factors - - Breeding support systems, infrastructure, pre-breeding research, strategic planning management, budget management and performance management.

BPAT tool is based on a nine component framework 6 BREEDING PROCESS Breeding process Components Example(s) Breeding organization Plant breeding and scientific personnel Support staff Allied disciplines Biometrics & information systems Trained & experienced in respective functions Understanding of key disciplines; e.g., plant pathology, molecular genetics Centralized breeding data system that is systematically used by breeders Infrastructure Lab, glasshouse, seed facilities Support infrastructure Facilities for seed storage, processing & packaging; greenhouse, glasshouse and lab facilities Infrastructure maintenance, repair & operability

BPAT tool is based on a nine component framework 6 BREEDING PROCESS Breeding process Components Example(s) Breeding methodology Field & farming operations Breeding pipeline Trait pipeline Staged yield trial program with multiple locations Breeding scheme (e.g. mass selection, pedigree, etc.) Marker development, marker deployment, double haploid Cultivar Development, release, and production Cultivar development & commercial release Breeder seed production Product advancement decisions, engagement with external bodies to support release, transition from research (breeding) pipeline to commercial development Production pipeline, processing mechanics, quality assurance and control procedures

BPAT tool is based on a nine component framework 6 BREEDING PROCESS Breeding process Components Example(s) Product Support Agronomic practices required to achieve optimum performance validated and documented Program Impact Process to measure impact Gain from selection Program impact in market System in place to track program impact Advanced performance, best candidate cultivar performance Evidence of marketability, market share, longevity, percent released from breeding program

BPAT tool is based on a nine component framework 3 ENABLERS Enablers Components Example(s) Strategic planning Strategic planning Strategic management and alignment Articulated strategic vision, integrated strategic planning process that combines market research, breeder input, and downstream planning Strategy dissemination, succession planning, service level agreements Budget & finance Budget management Financial metrics Financial planning Programs have control over budget Breeders and program leaders have understanding of financial planning Tracking of cost components and efforts to reduce those costs over time

BPAT tool is based on a nine component framework 3 ENABLERS Enablers Components Example(s) Performance management Performance evaluation Incentives Training Recruiting Vary performance metrics and targets pending breeders’ phase of research Incentives transparent and link to individual’s level of performance Ongoing technical trainings, onboarding, soft-skill trainings (e.g. budgeting / management) Programs equally involved in recruiting process and lead interview process

Filling the BPAT matrix Self assessment on a scale 1 – 4 based on your organization’s current capabilities Please also quantify and comment. If you mark a question Not Applicable, please provide an explanation of why not applicable no “bad” score but rather a process to identify areas of strengths and weaknesses The evaluation is then used as the basis for developing a country specific improvement plan

BPAT Self Assessment Thank you !
