UVI Management Reform Design Refocus the management system so that it focuses on the outputs (services) and other policy actions to be delivered Implement strategic planning approach focused on what Cabinet and BOT wants achieved Implement greater delegation of financial and HR authorities to managers so they can deliver Implement new output based budgeting approach to specify & allocate funding to the policy actions to be delivered Develop management systems and processes within Components that facilitate delivery Implement output based reporting to allow delivery of policy actions to be monitored Implement incentive mechanisms to encourage the achievement of required performance

UVI Management Reform Components Enhanced planning processes that ensure University’s policies are explicitly reflected in the budget & its execution New performance oriented budgeting, reporting and management system (via output budget and accrual accounting) Improved mechanisms for Component Heads to control policy and ensure implementation New documents and processes to hold University personnel accountable for the delivery of outputs and achievement of budgets Decentralised financial authorities to managers to allow them to manage their Component’s finances Decentralised HR authority to managers to allow them to manage their staff effectively Enhanced performance management arrangements (performance agreements and appraisals) linked to output delivery and budget achievement Enhanced succession planning and staff development processes Enhanced leadership development opportunities across the University Strategic Management Reform Financial Management Reform HR Management Reform Component Management Reform Improved internal management systems, processes, service and capabilities to allow components to operate as “little businesses” in the new decentralised environment and consistent with the management values
