BUDGET UPDATE

2017 IHBG FUNDS Funds appropriated by Congress for the Indian Housing Block Grant Program (IHBG) are made available to eligible grant recipients through a formula. The 2017 formula estimates have been approved and are awaiting Congressional release. The tentative fund release date is set for early August 2017. Regulations governing the formula can be found at 24 CFR Part 1000, Subpart D.

LESSONS LEARNED—IHP Submission Tips Be Timely. Comply with timelines; waivers can only be granted for “exigent circumstances beyond the Tribe’s ability to control” (24 CFR § 1000.224). The waiver cannot be for more than 90 days. List activities appropriately. Nearly every program has Housing Management and Maintenance of existing units, yet some IHPs still try to lump this altogether. If you are spending money on Crime Prevention,list a measurable outcome in the activity, such as the number of community meetings to be held to publicize crime prevention such as vandalism. Do not exceed your grant limitation in Planning and Administration, which is set by regulation at Not to Exceed 20% for any Grantee receiving more than $500,00, but small Tribes who given less than $500,000 may spend up to 30% of their grant on Planning and Administration (24 CFR § 1000.238). Include all revenue including Program Income in the form of Rent and Administrative fees paid under Mutual Help Ownership Agreements if they are over $25,000 in your budget. Be professional and spell check your IHP. It is a public document and can be requested by your tribal member public, as well as, be subject to Freedom of Information Act [FOIA] requests. It also enhances the image of your TDHE or Department if the wording is free from small misspellings and grammatical errors.
