Building a Requirements Workforce The emerging pattern Professionalizing the Requirements Workforce Impact of billet coding – Certification versus Qualification Changes to DAU classes Increase the size of RQM 310 classes? More rigor Adding material Longer classes The DAU way ahead

Questions from the Participants Why is Requirements Management not a Defense Acquisition Workforce (DAW) Functional Area? Answer: DoD leadership decided against making Requirements Management an AT&L Functional Area (i.e. T&E, PM, S&T…). Our leadership is discussing how to a more logical and comprehensive route to professionalize the Requirements workforce. Can we discuss the Requirements Decision Point? Answer: DoD will probably not use the term “Requirements Decision Point” (RDP). The entire concept is still under review. The webinar discussion noted the potential burden of adding an RDP to the acquisition/requirements process.

Frequently Asked Questions Upcoming changes to JCIDS When can we expect the next update? JCIDS & Manual: Before Brig Gen Stapp PCSs Latest information on Rapid Response activities 23 open JUONs and 3 open JEONs Emphasis on DOTmLPF-P and on DCRs DAU has added a DOTmLPF-P and DCR block to RQM 310 Working with DAU: What can DAU offer to your shop? Better services for graduates More on IT Requirements Guidelines for qualification See the following slides for the notes of the discussion

Discussion Items Mr. Knollmann, the Requirements Functional Leader, emphasized two areas: We need to recognize the common interests between Requirements and the T&E community DAU needs to get the most training from each classroom hour of RQM 310 The webinar discussed the need to add more material to RQM 310, what DAU could add or change, the problems graduates have with keeping up with the latest changes, and whether the current preparation courses are sufficiently rigorous and effective. DAU will be inviting RQM 310 graduates to attend the new IT Requirements class

Additional Question: Mission Engineering Competencies An additional question asked about Mission Engineering Competencies Dr. Court took this question as an action item Requirements raised this question with the Engineering Department We will post their reply to the RCoP
