FDOT Support Services Programs Purpose Increase number of certified DBE contractors and consultants doing business with the Florida Department of Transportation and the dollar percentage awarded to DBEs Florida Department of Transportation

FDOT Support Services Programs Construction Management Development Program Bond Guarantee Program (state funded) administered by CEI DBE/Supportive Services Program (FHWA funded) administered by CEI Specialized Development Program (state funded) administered by FSMSDC Florida Department of Transportation

Construction Management Development Program / Bond Guarantee Program (CMDP/BGP) Created by the Florida Legislature in 1984 Designed to improve technical and business management skills, as well as assist in learning how to do business with FDOT Provider: Construction Estimating Institute (CEI) Available to both small (SBE) and disadvantaged (DBE) businesses Both live classroom and online training available All instructors have extensive experience in the highway construction industry Online classes available in Spanish DBEs who complete this program are eligible for state guaranteed bond program Florida Department of Transportation

CMDP/BGP Training subjects include: Becoming an FDOT contractor, including requirements, terminology, and FDOT website navigation Project planning and scheduling Plan reading and estimating Preparing and submitting a bid Fundamental business practices and operation, including business plan creation, cash flow and bonding requirements Business marketing, including website and capability statement creation Florida Department of Transportation

FDOT DBE Supportive Services Program DBE/SS Designed to increase the number of certified DBEs participating in highway and bridge construction, as well as, assist DBEs with growing and becoming self sufficient Provider: Construction Estimating Institute (CEI) All field consultants have extensive experience in the construction industry, including: certification, compliance, contracts and business development. Responsible for: DBE recruitment DBE certification assistance Community outreach Florida Department of Transportation

FDOT DBE Support Services Program (DBE/SS) Assistance with pre-qualification for bonding and financing Technical assistance, including bid preparation and certified payroll and other compliance reporting Developmental assistance through the Business Development Program (BDP) Automated Bid Notification System that notifies DBEs of contracting and subcontracting opportunities by project location and work classification Identifies work opportunities outside FDOT and provides information to appropriate DBEs Florida Department of Transportation

FDOT DBE/SS Bid Matching Program DBEs complete profile as to the type of work they do by specialty codes and the districts they are able to work in FDOT construction and maintenance project advertisements, including lump sum projects unbundled by line item DBEs that match line item work type and project location receive email that includes link to advertisement and plan holder contact information Database of Bid Matching Program participants is used by DBE/SS staff to assist primes with identifying DBEs for subcontracting opportunities on projects not assigned to SDP Florida Department of Transportation

FDOT Specialized Development Program (SDP) Program was created by FDOT in 2012 Designed to assist prime contractors on major projects by identifying qualified DBEs to compete for subcontracting opportunities Provider: Florida State Minority Supplier Development Council (FSMSDC) and Ariel Business Group All project consultants have extensive experience in the highway construction industry Currently the program is assisting 22 prime contractors on 46 projects worth almost $10 billion Florida Department of Transportation

FDOT Specialized Development Program (SDP) Conducts capacity assessments of DBEs to determine ability to work as subcontractors on major projects Maintains a database that allows DBEs to add business information Works with primes on major projects from shortlist announcement to project completion to identify subcontracting opportunities and maximize DBE participation DBEs assisted by this program have received over $400 million on FDOT contracts DBEs participating on projects assigned to SDP have received over $4.7 million in bonding and almost $5 million in loans Administers the Bridging the Gap Pilot Program Florida Department of Transportation

FDOT Bridging the Gap Pilot Program (BTGP) This is a mentor-protégé type program, approved as a pilot program by FHWA, designed to assist experienced DBEs who have the capability of graduating from the program Participating DBEs learn improved business methods and practices based on input from a successful, established prime performing on large, highway construction FDOT projects Opportunities to take advantage of a prime’s lessons learned and best practices Provides networking opportunities with other established highway construction companies Special assistance available in increasing bonding capacity and business expansion financing Florida Department of Transportation
