The Dakar Framework for Action We … pledge to … enhance significantly investment in basic education; affirm that no countries seriously committed to EFA will be thwarted in their achievement of this goal by a lack of resources” Achieving EFA will require additional financial support by countries increased development assistance and debt relief for education Addis Ababa Declaration (9th Meeting of the HLG on EFA, February 2010) “We call on UNESCO […] to propose concrete measures […] to enhance the effectiveness of the High-Level Group and the underpinning coordination architecture, in order to boost political leadership and mutual accountability.” Jomtien Statement (10th Meeting of the HLG on EFA, March 2011) “We request UNESCO to pursue its reform to enhance the effectiveness of EFA coordination jointly with the other EFA convening agencies.”

Recommendations Jomtien Statement (2011 HLG): Governments to allocate 6% of GDP, or ≥ 20 % of public expenditure Donors to replenish the EFA-FTI Addis Ababa Communique (2009 HLG): Donors should honour their unmet aid commitments made in Monterrey and Gleneagles increase their support and aid-effectiveness to counteract revenue losses Addis Ababa Declaration (9th Meeting of the HLG on EFA, February 2010) “We call on UNESCO […] to propose concrete measures […] to enhance the effectiveness of the High-Level Group and the underpinning coordination architecture, in order to boost political leadership and mutual accountability.” Jomtien Statement (10th Meeting of the HLG on EFA, March 2011) “We request UNESCO to pursue its reform to enhance the effectiveness of EFA coordination jointly with the other EFA convening agencies.”
