Project Objectives To facilitate exchange of experiences on energy resiliency; To recommend actions to strengthen energy resiliency in off-grid areas; To explore innovations on power systems applicable to different member countries; To formulate and disseminate guidelines to improve the resiliency of energy facilities The essential objective of the workshop is to gather the inputs, experiences, and expertise of the different member economies on energy resiliency in off-grid areas and to synthesize them into a set of practical and versatile guidelines that will enable the member economies to develop energy resiliency within their own context The workshop will be the integrative process for the guidelines and its finalization will continue until September when we aim to have it disseminated to all member economies

Framework for Guidelines Framework on developing the guidelines prepared, with key inputs from the survey and initial research and workshops done by the Philippines Includes key considerations such as policy and planning, infrastructure design, and community engagement Presents case studies on effects of climate change to energy systems and features resiliency initiatives In the spirit of preparing in advance and to jump start the process of developing the guidelines, we have also been doing some research and we have done 2 workshops to develop the framework of the energy resiliency guidelines The framework presents key considerations and case studies that can be further articulated in the guidelines as “how- tos” or methods

Workshop in June Dates: June 15 to 17, 2016 Venue: Shangri La Hotel, Boracay General Schedule: June 14/15 – Arrival June 15-16 – Workshop Proper June 17 – Project Site Visits June 18 – Departure The workshop will be on June 15 to 17, Boracay Island Please note that the workshop venue will be at Shangrila Hotel, but you can directly book in other hotels as well. Our team will assist in providing you information and we will also take care of the transportation from your hotel to the venue and back. As such, we would appreciate if you can confirm your attendance and inform us of your hotel booking as soon as possible, so we can arrange the transportation in advance. Please plan on arriving on the morning of June 15 as we will start the workshop at 1pm of the same day

Workshop in June Major Topics Policies, Regulations, and Laws Programs and Pilot Projects Institutional Arrangements and Coordination Financing Energy Resiliency Role of Women in Developing Energy Resiliency Energy and Water Nexus The workshop will focus on 4 enabling mechanisms namely: 1) Policies, regulations, and laws 2) Programs and pilot projects 3) Institutional Arrangements and 4) Financing. Then we also included two important topics emphasized in the Cebu Declaration : 1) The Role of Women in Energy Resiliency and 2) Energy and Water Nexus We will start the workshop with a keynote address on the Key Issues and Barriers in Promoting Energy Resilience in Off-grid Areas. This will be immediately be followed by a plenary presentations and discussions on the enabling mechanisms and the special topics On day two, we will delve deeper into the topics as we go into break out sessions; each major topic will have a focus namely Breakout Session 1 – Policies, Regulations and Laws Focus: Planning Approaches for Energy Resilience Breakout Session 2 – Programs and Pilot Projects Focus: Best Practices in Strengthening Off-grid Energy Infrastructure Resilience Breakout Session 3 – Institutional Arrangements and Coordination Focus: Strategies to Engage and Mobilize Communities Breakout Session 4 – Financing Energy Resilience Focus: Funding Opportunities for Energy Resilience Breakout Session 5 – Role of Women in Developing Energy Resilience Focus: The Role of Women in Coordination, Quick Response, and Recovery Breakout Session 6 – Energy and Water Nexus Focus: Strategies to Balance Energy and Water Use

Workshop in June Project Site Visits When we were in the early stages of planning the workshop, we identified actual off-grid areas as sites for project visit, such places included an island off Cebu Province and interior upland villages in Palawan Province; however, due to their very nature as off-grid communities, we realized that an actual site visit in off-grid area would be logistically impractical and will consume the time we need for discussions and sharing of experiences; As such , we selected these two project sites that can best approximate off-grid areas and demonstrates different scales, and that are near our workshop venue; balancing accessibility and projects to visit also determined the choice of venue for our workshop The project sites are by no means perfect examples of energy resiliency, but they will feature some elements of it which can serve as starting points for discussions and sharing of best practices and experiences; The project site visits are meant to elicit inputs from the participants as much as they are intended to impart lessons learned and prospects for further energy resiliency Small scale: 14 kW solar charging station, for off-grid clean transport and disaster preparedness Large scale: 36 MW wind farm, for energy supply diversification
