Giant urban development projects It’s been said many times over the week that people are moving to cities, globally, we are facing more and bigger urban development projects, and we need to steer, manage and support urban planning and decision making with use of quality spatial data: maps, networks, population, properties etc. And we know that’s not always the case: data do not exist, are out of date, or broken. Solution: 3D SDI + BIM Buildings & infrastructure are already planned in 3D But regulatory processes and municipal SDI’s are still 2D + paper - Solution will be 3D SDI – already is in many cities. Processes already BIM Bu starting to use 3d, we streamline processes and make them more visual and understandable for citizens and stakeholders Processes of urban development already apply the logic 3D BIM. As long as we exclude 3d from municipal SDI’s, we are losing the existing 3d data and its value in streamlining regulatory processes, as well as helps people to understand and participate in urban planning.

Case: 3D building permit Scenic review Technical evaluation Fire & rescue aspects, etc… …instead of a pile of paper… Building permitting. A great example: Singapore: required to attach a BIM model to permit application.. A game changer. 3d starts to accumulate. Not matter of technology, but change in the mindset. Note: Buildings and infra in 3d not only in OECD Permit does not have to be a pile of paper- can be piece of 3d model Benefits: Practically all buildings and infrastructure are designed in 3D models not only in OECD but also in middle-income and transitional countries. Models can be used to streamline regulatory processes. For example a building permit does not have to be a pile of paper. Instead, it can be 100% digital and 3D.

Use cases for 3d Emergency plans Simulate wind, noise, light, flood Solar potential Other use cases for 3d besides making processes smoother and more understandable: Solar potential 3d cadastre Simulate wind, noise, flood, sun light, outdoor light, indoor light visibility collaboration & collision detection in construction planning, alternative planning solutions Utility management Emergency planning 3d cadastre Utility management

GIS and BIM applications will need to integrate to a new Urban 3D spatial data infrastructure, which form the new base for all urban planning, development and processes. Open Geospatial Consortium (http://www.opengeospatial.org/) and buildingSMART (http://buildingsmart.org/) are working on standardizing BIM & GIS
