Glossary Scorekeepers need to assist the Referee’s and watch for these situations. When the same player receives their second Misconduct penalty in the same game, the second Misconduct penalty will automatically become a Game Misconduct penalty and that player will be removed from the game. When the same player receives their 5th penalty in the same game, that player automatically receives a Game Misconduct penalty and will be removed from the game.

Which Penalties Expire When both teams are at equal on-ice numerical strength, NO penalty can expire as a result of a goal. A major penalty cannot expire as a result of a goal. The penalty that expires is the minor or bench minor then being served with the least time remaining on the penalty clock. A double minor penalty is always treated as two separate minor penalties, not one four-minute penalty. When two or more penalties expire at the same time to different players on the same team, the team captain must select which player will return first.

Coincidental Penalties When equal duration penalties are assessed to both teams during the same stoppage of play, they are considered to be coincidental penalties under USA Hockey rules. As in basic algebra, coincidental penalties will cancel each other out. The on-ice strength will not change. Cancel out penalty durations, NOT the number of players assessed penalties. No matter how the penalties ‘cancel’ out, the players who incurred the penalties will serve them. Once coincidental penalties are established, whatever is left over will be placed on the penalty clock and served by an additional player.

Delayed “Stacked” Penalties Occurs when a non-coincident minor/major penalty is assessed to a team that is already shorthanded by two players The penalty time will not start until the first penalty expires a team cannot play with less than 4 players (including goalkeeper) When the first penalty expires, that player may not leave the penalty bench until 1 - the second penalty expires or 2 - a stoppage of play occurs
