Community Development Outcome Indicators

Concept and Purpose Framework for community development organizations, including public agencies interested in community development, for decision making.  Decisions on strategies, investments and policy making.  Can be used in Advocacy as well Hopefully adopted by the State (similar to the 8 results for Kids) http://goc.maryland.gov/wp-content/uploads/sites/8/2014/04/2012_Results_Book.pdf

Concept and Purpose (con’t) NOT performance measures, like number of houses built or roads paved, we are thinking of outcome indicators that talk about the results of community development work on overall quality of life in communities

Concept and Purpose (con’t) (adapted from JCCI’s Community Snapshot) In other words, our indicators can be the data or information that provides insight into the trends in a community, over time. Together, the collection of community indicators tells the story about where a community is in relation to its vision and the direction in which the community is heading.  Then our organizations and agencies can make decisions and investments to move the indicators in the direction we all collectively want them to head. (adapted from JCCI’s Community Snapshot)

Display Reports on CDN website Maps on CDN website Neighborhood/Census Tract Level Jurisdiction Level

Challenges Finding indicators that will reflect urban, rural and suburban community development Working with new state leadership

Examples Jacksonville Community Council, Inc. (JCCI) http://www.jcci.org/#!indicators/c1e39 Worked with residents to come up with a vision for Jacksonville and then track indicators that help them understand how they are doing in reaching their vision and results (see handout as an example)

Examples (con’t) Oregon Progress Board, Oregon Benchmarks http://www.ipspr.sc.edu/scip/publications/Final%20Oregon%20Shines%20II%20and%20Oregon%20Benchmarks.pdf Oregon tracks 90 indicators along three goals: Quality Jobs for all Citizens, Engaged, Caring and Safe Communities, and Healthy Sustainable Surroundings (goals of the Oregon Shines strategic plan) Oregon state government created Oregon Shines and the Oregon Progress Board to measure progress toward the Oregon Shines vision

Process Phase I Current plans and indicators Working Group is looking at all the plans and understanding those indicators. Examples include: Opportunity Collaborative Housing Plan Genuine Progress Indicators Baltimore Neighborhood Indicators Alliance, Vital Signs Rural MD Council

Process (con’t) Engage in Dialogue Asking the questions: Why do we do the work we do? What is our vision for our neighborhoods? What will tell us we are getting to that vision? Audience: Regional Coalitions, stakeholders, today’s first conversation

Process (con’t) Phase II Analyze the conversations, work with Data Partner First draft of indicators to be vetted among several stakeholders for feedback Second draft also circulated Final produced for Nov 2015

Launch November 2015 anticipated launch date Trainings around the state on using the indicators and gaining feedback
