DATA Transportation 101 Project Status March 20, 2002

Today we will focus on efforts already underway, but also address the growing needs in the corridor.

Life of a “Typical” VDOT Project Planning 2020 Plan Constrained Long Range Plan - CLRP Transportation Improvement Plan – TIP Legislation

County Transportation Plans Current CLRP 2020 Plan Unconstrained Local Input County Transportation Plans Current CLRP 2020 Plan Unconstrained NOVA Regional Plan Short, Mid, Long Term Maryland, DC Input CLRP Constrained – Air, $ MWCOG Regional Plan 2005, 2015, 2025 Analysis Years 2020 Plan Unconstrained plan, adopted by the Northern Va jurisdictions. Currently being updated to extend to 2025. The plan received input from local jurisdictions. Is an effort for NOVA District only (does not include MD and DC). Includes horizon years 2010 and 2020. Includes elements from local, County transportation plans and additional elements. Doing a “lite” update moving to 2025 to match the CLRP horizon year of 2025. Developed by TCC executive committee, a NOVA regional committee of elected officials and CTB members with VDOT and County staff support. In update, use 2005 as base, with 2015 and 2025. Coordinated with CLRP. CLRP Financially Constrained Long-Range Plan. MWCOG regional plan. Air quality analysis required to meet conformity for air quality. Updated from a fiscal standpoint every 3 years. Analysis years 2005, 2015, and 2025. Beginning to update later this year, with an approved version in 2003. Approved by TPB and then FHWA, FTA, EPA. The model is run each year with the current proposed network as part of the TIP. TIP TIP is a 6 year programming document, showing proposed improvements over the next 6 years. Fiscally constrained, and must also meet air quality conformity. This is a subset of the CLRP and outlines funding flow and sources. TIP Constrained – Air, $ MWCOG Regional Plan Short Term

Life of a “Typical” VDOT Project Planning $ The Virginia Transportation Development Plan is a funding document that shows current year allocations, and projected revenues and allocations for the next 6 years. Distinct project entries are included for Interstate, Urban, and Primary projects, and for projects that receive certain types of funding, such as Toll roads and Regional STP monies. The projects are split into 2 broad categories, feasibility studies, and a capital improvement program. To move into the capital improvement program, a project should include funding allocations that will result in project implementation.

Life of a “Typical” VDOT Project Planning Design $ Once a project is in the “Plan”, funding is authorized, and the feasibility study and/or design can begin.

Life of a “Typical” VDOT Project RW & Util. Planning Design $ Following an opportunity for public involvement, and approval by the Commonwealth Transportation Board, right of way acquisition and relocation of utilities begin. This phase of the project presents difficulties in that right of way costs often spiral upwards, and the number and location of utilities can be difficult to anticipate. As an example, at Gainesville interchange, Of course, concurrently with right of way acquisition and utility relocation, project design and costs are being refined.

Life of a “Typical” VDOT Project RW & Util. Construction Planning Design $ Finally, construction begins. For many typical projects, 1 or 2 construction seasons are adequate. Factors include project complexity, and maintenance of traffic issues.

Feasibility Projects I-66 Environmental Study Tri-County Parkway Beltway to Route 15 $10 Million, Multi-Modal Study, EIS Complete in 2004 VTA/NH Funding Tri-County Parkway Route 234 Sudley Road to Braddock Road $4 Million, EIS Study Complete in late 2004/2005 Regional STP funding I-66 Environmental Study Multi-modal with joint fhwa and fta leads. Looking at extension of rail, among other transit initiatives, along with roadway widening of I-66. Tri-County Consultant begin in late 2001. Steering Committee made up of key representatives from Counties, and led by CTB members. Also a Tech. Committee. Scoping meetings Mar. 19, in Fairfax at Westfields HS, Mar 20 in Arcola Elem. School in Loudoun, Mar 21 at Stonewall Jackson HS in Prince William. Agency scoping meeting today. Draft document anticipated in mid-2003, with associated public hearings at that time. Final EIS in late 2004, or could extend to 2005 to get ROD.

Feasibility Projects (cont’d) Route 7 Reston Parkway to Dulles Toll Road Widen from 4 to 6 lanes Bond-funded, PE (partial) only Route 7100 (Fairfax County Parkway) Route 123 to Dulles Toll Road Federal, RSTP funding Route 7 total estimate: PE $6.2M, RW ? But big, Const. $129 M, CIM in November 2001.

Capital Improvement Projects Primary System Route 7 East of Fairfax County Parkway to Reston Parkway Widen from 4 to 6 lanes Bond-funded project, partially funded In design, Public Hearing fall 2002, construction to begin in 2005 Route 7 Total estimate at PE $1.7 M, RW $1.9M, Const. $27.9 M, Last showed in VTDP in Dec 2001, that 10M available in bond $, with a total cost estimate of $13.5 M. CIM in November 2001, with anticipated public hearing in Fall 2002.

Capital Improvement Projects Primary System Interchange – Route 28 and Route 625 Currently in design, going to Right of Way acquisition VDOT schedule, begin construction 2005 State-funded

Capital Improvement Projects Primary System Interchange Route 28 at Route 606 Currently in design, at concept development stage VTDP schedule – construction to begin in 2006 Partially funded in 2001 VTDP, VTA and state primary funds In December 2001 VTDP estimated at PE $1.5M, RW $8.1M, CN $28.8M, for a total of $38.5M. Of total cost, $15.1M was funded in VTDP.

North Dulles Transit Center Open to traffic – Summer 2001

Interchange at Routes 28 and 29 The construction of the interchange at Route 28 and Route 29 has recently started and is projected to be complete in 2002. The partial clover interchange will eliminate the traffic signals on Route 28 by providing loop ramps in the Southern quadrants. March 20, 2002
