BACKGROUND BRIDGEVIEW TERMINAL April 2016 - Port of Longview Board of Commissioners adopts Strategic Business Plan, a roadmap to generate jobs and economic growth Leasing Bridgeview Terminal aligns with the strategic plan goals and allows for the opportunity to increase productivity of an under utilized asset. Leasing Bridgeview Terminal would allow for the opportunity to increase productivity of an underutilized asset. One goal of the Strategic Business Plan included incorporating additional assets within the Port’s Leased Marine Terminal Portfolio in an effort to generate revenue to capital projects that increase the Port and communities marketability toward new business.

September 2016, in response to interest Port issued a Request for Proposal Project Vetting process determined International Raw Materials (IRM) would best utilize Bridgeview Terminal
PROJECT OVERVIEW BRIDGEVIEW TERMINAL IRM, an international company based in Philadelphia, PA, that markets and distributes crop nutrients and industrial bulk commodities 1981- IRM becomes Berth 2 Port 1990 - Instrumental in expanding the Berth 2 facility 1991 – 2000 - IRM averages just under 600,000 MT/year 2001 – Kinder Morgan purchases operating rights from IRM, averages 360,000 MT/year

June 2017 – Commission adopts Project Vetting Policy August 2017 – Bridgeview Lease Term discussed at Regular Commission meeting/public meeting October 2017 – Lease ready to be presented to Commissioners at Commission Meeting/public meeting
