CSO Task Team Backgound Research questions Anticipated approach Research sites

CSO Task Team An MSI established in 2009, the multi-stakeholder Task Team aims to advance norms and implementation of international commitments in relation to civil society and development. Linked, to the Global partnership for Effective Development Cooperation. Secretariat now hosted at ISS. http://taskteamcso.com/

Task Team CSO Studies Finding the intersect between Task Team priorities: MSIs: do they work? What are the drivers to their functioning? What ‘collaborative competencies’ are needed to make them work? What actors orchestrate and sustain these collaborations? and ISS civic driven change (CDC) research interests: ...how do citizens navigate and hold accountable the authority exercised over them from various sites and in multiple ways?

Primary Research Questions What country conditions work for and against the effectiveness of MSIs? What attributes do interlocutors require and apply to make MSIs successful? What do stakeholders’ experiences say about improving MSI performance?

Comparative Research #1 Case comparisons within countries: EE and non-EE MSIs Exogenous/aid inspired and endogenous MSIs MS-Dialogues (one-off/short term) and MS-Collaborations (long-term collective responsibility for outcomes)

Comparative Research #2 Comparisons between countries International/national interfacing of an MSI using the SUN initiative. Cases with interesting similarities, e.g., interlocutor types Index of Social Development Collaborative pre-dispositions: Interpersonal Safety and Trust (IST) Inclusion of Minorities (IM) Intergroup Cohesion (IC) Collaborative behaviours/agency Civic Activism (CA) Clubs and Associations (C&A)

Research Sites Criteria: Positive attitude towards CSOs, e.g., sign ups to GPSA, OGP, Global Compact, etc Geo-political variation Existing research contacts Probable involvement with Task Team VI 12 initiative Country Selection: Costa Rica Indonesia Kenya Kyrgyz Republic

Process and Progress Overview of collaborative context + thumbnail sketches of MSIs in the country. Lead researchers’ review and suggest detailed information against a pre-agreed content. Lead researchers review for intra and inter-country comparisons of interest Seek researchers’ advice on select of SUN, plus 2 MSDs and 2 MSCs for possible inclusion. Potential for 12 to 20 cases for detailed study March – May to be decided at a methods workshop to be held next week. Preliminary results for review May-June-July. Formal submission to task Team, September 2015.
