Clarification of the Resident Load Definition Tariff Section 41

Purpose of Resident Load Resident Load is the basis for computing zonal and region-wide base plan charges It is the total of loads that bear a ratable share of Base Plan revenue requirements

Calculation Can Start With Balancing Authority Load Balancing authority load during hour of highest use during month Plus zonal load telemetered to another balancing authority Minus load telemetered from another balancing authority Plus long term firm PTP reservations under grandfathered agreements excluding those sinking elsewhere in SPP Minus schedules during peak hour related to long term firm grandfathered agreements sinking in zone

Resident Load Components Each entity’s load is measured at generation (adjusted for losses) to determine contribution to zonal Resident Load Components include: Customers taking network service under SPP Tariff Entities owning zonal facilities are billed other load including: Bundled retail load not being served under the SPP Tariff Bundled wholesale load not being served under the SPP Tariff PTP reservations being served under grandfathered agreements Eliminate double-counting

Rules Now Being Applied to Eliminate Double Counting For GFAs that provide transmission service “into” or “within” SPP, include reservation amounts only if the transaction sinks in the zone. That is, exclude a reservation for service that sinks “elsewhere” in SPP. For GFAs that provide transmission service “through” or “out of” SPP, include reservation amounts only if the transaction exits from the zone. That is, exclude a reservation for service that exits SPP from another zone. If any leg of a PTP pancaked transaction set is SPP PTP service, all other related PTP GFAs should be ignored.

Double-Counting Should we continue to eliminate the double-counting of load under grandfathered agreements? Elimination of double-counting reduces the amount of grandfathered load that is subject to base plan charges. If we continue to eliminate it, should we: Count transmission system load only in the sink zone for “into and within” grandfathered paths? Count transmission system load only in the exit zone for “through and out” grandfathered paths?

Tariff Section 41 Revisions The proposed changes to Section 41 are recommended by the Billing Determinants Task Force to codify the current rules to eliminate the double-counting of grandfathered load
