NERP 2016 -Strategy Gap in EP ratio, Gender Ratio and 18-19 years voters – INCLUSION OF ALL ELECTORS Focused SVEEP efforts for creation of awareness after analysis of census 2011 data vis-à-vis ERs. Effective coverage of new voters through campus ambassadors and school education department personnel. III. Complete stakeholders’ involvement including Public in upkeep of ER health.

NERP 2016- Strategy REMOVAL OF DEAD ELECTORS- One time compilation of 5 years registered deaths within districts and AC wise comparison by ERO/AEROs to locate and remove dead voters’ entries. Developing a System of Monthly removal of dead voters during NERP 2016 by linking registered death database with ERs entries. III. Keeping sufficient copies of Form 7 in the offices of the registrars of death, Officers Authorised to issue legal heir certificates or carry out mutations and collecting the filled-in form 7 every month.

NERP 2016- Removal of Repeat Entries REMOVAL OF MULTIPLE ENTRIES FOR SAME VOTER : Conducting software based de-duplication by matching each elector’s personal details 1. NERP 2016- Improvement of Images quality VI. Software based Report generation for entries with poor quality, Non human images CORRECTION OF IMAGE (FORM 8) TO CHANGE AND CORRECT IMAGE(S)

NERP 2016: Building Strong link with the Electors Collection of contact details of electors and/ or their family members Mobile No. Land line No. e-mail address. Building family tree by collection of details of Parents’ EPIC no. where ever possible.

NERP 2016 Rationalization of Section, Parts, PS location A thorough exercise of rationalization/modification of polling stations with a list of activities drawn before with a clear timeline for each activity- Standardization and clear demarcation of sections within part. Standardization of Part boundaries Selecting most optimal PS location on the criteria fixed by the commission after Stakeholders participation Improvement of Nazari Naksha to make interactive GIS Map with BMF Details GIS Map for drawing rough part boundary, Latitude/longitude of existing and all probable PS locations. A system of Indexing and coding of PS based on type of PS and obtaining coordinates of all probable buildings with BMF mapping for future rationalization.

NERP 2016 Rationalization of Section, Parts, PS location Protocol for PS Rationalization- Standardization and rationalisation of Sections by re-assigning of electors from one polling station to other polling station, to make the area of the polling station compact with voters strength of ~1200 in rural area and ~1400 in urban area There should not be any island of other polling station area within a polling station boundaries. Creation of new and amalgamation of existing polling station, wherever needed, Voters are not required to travel long distances (over 2KM) and /or cross geographical barriers like river, ravines, rivulets, spills, deep forest etc. to reach PS. Identification & mapping of alternative PS locations within part with BMFs, for informed decision making on PS locations and stakeholders consultation. Providing a polling station to new colonies that have cropped up during intervening time. Converting the auxiliary polling stations into main polling station. This may need re- distribution of electors between them.

NERP 2016 Rationalization of Section, Parts, PS location Protocol for PS Rationalization Continued….- Efforts should be to locate PS in Govt. building as far as possible. All such Probable PS buildings and existing PS buildings should be got inspected by an officer not below the rank of Nayab/ Deputy Tahsildar or equivalent officer to collect suitability details in the checklist format attached. The rationalization should be done after 100% physical verification of the existing and probable polling station locations and the relevant parts of the electoral rolls. Improve Nazri Naksha as a precise PS Map drawn using CAD/ Sketches to the scale with dimensions and model layout, with BMF information, actual images of PS, Google- Street & Map view and Key map on how to reach.

NERP 2016 : The Process For identification of gaps in EP ratio, gender ratio and imbalance in age cohorts, analysis of ER data at AC level vis-à-vis district census projected figures (Formats 1 to 8) shall be done by the EROs & AEROs along with BLOs & Supervisors. DEOs then interact with EROS & AEROs and make analysis of electoral data in respect of all ACs under their jurisdiction. Finally the CEO shall review the analysis done by respective DEOs and EROs/ AEROs.

Database of deaths since 1st January 2011, The CEOs would Finalize the strategies and Develop fortnightly plan of action with activities to be undertaken by respective DEOs/ EROs to bridge the Gap and Assess resources needed for the purpose.

NERP 2016: Activities planning & Time line The NERP 2016 to be launched from 1st March 2016 to undertake Preparatory action and SVEEP activities during March 2016 Field Verification Phase shall start only in the Month of April 2016. AC wise Gap analysis, finalizing strategy & action plan with time lines and fixing the responsibilities for execution and supervision may be done during March 2016- Analysis by EROs & AEROs (with Format 1 to 8) along with BLOs (with BLO register) & Supervisors- Analysis and review by DEOs along with EROS & AEROs Review by CEO with DEOs and EROs

NERP 2016: Activities planning & Time line The IT branch during March generate lists for entries requiring action. Web portal to be developed by ECI for getting voluntary information from stakeholders on repeat entries, entries of ASD voters A dash board will be created by ECI for data entry on daily basis and for analysis of progress of implementation. Strict Protocol for issue of new EPIC no. by EROs would be developed by ECI. The Commission will closely monitor and periodically review the progress of NERP 2016 throughout the drive period.
