Government policy and intentions…
What is “open data”? “Open data is data that anyone can access, use and share.” (Open Data Institute https://theodi.org/guides/what-open-data)
Foundations for Open Government Data and Information Data.govt.nz
NZ Government Open Access and Licensing (NZGOAL) Framework Guidance to publicly funded agencies on how to apply Creative Commons licences to information data and content, published digitally or in hardcopy. Copyright = ownership Licence = permissions to re-use (assigned by the copyright owner)
NZ Data and Information Management Principles, 2011 (NZDIMP)
Summing up NZDIMP & NZGOAL Open & Reusable Data = Non-proprietary format + Machine-readable + Licensed for reuse
NZ Declaration on Open and Transparent Government, 2011 Government direction to government agencies to proactively release all: publicly funded data non-personal and unclassified high potential value for re-use managed according to the Principles licensed for re-use (NZGOAL) published on Data.govt.nz
The Programme Works across both central and local government to encourage and support release of data Engages with data users to understand demand and advocate for data release Engage with potential data users to raise awareness of the growing public asset they could be making use of
How are we going about this? Working with Data Champions to support the culture change required Roundtables/Open Data for Business (OD4B) methodology Fellowships – to disrupt agency culture and lead positive change Flying squad – pool and deploy expertise rather than replicate everywhere
Open by design = closed (protected) by design (Different mind sets, but really just 2 sides of the same coin) NZ Police a good example
ANZ – Truckometer (Don’t second-guess what the data can be used for…)

Using open data to inform On the left is the location of manuka forests in NZ On the right is the location of tutu plants in NZ Manuka honey returns 10 x more income than other types of honey, particularly to the German market So there is a programme of planting new manuka forest to support the honey industry There is also a programme to return nitrogen back into the soil. There are a number of plants that could be used, but tutu was chosen as it’s a NZ native However, tutu has a toxin called tutin which, if it gets into a beehive, spoils the honey As you can see from the open data, tutu is located everywhere that manuka forest are also located By using the open data, you can see outside the silos of activity, that the NZ Government is supporting the honey industry, while at the same time destroying it through the planting of tutu Manuka Tutu
