Policy Instruments Proposals for RECP SwitchMed Connect 2016 Policy Instruments Proposals for RECP Drawing on the outputs of the Policy Baseline Review and Policy Instruments Proposals MAROC

Drawing on the Policy Baseline Review List 1-2 key areas from your Policy Baseline Review that you consider having the highest opportunities to facilitate mainstreaming RECP and scaling up MED TEST II outputs in your country. Strengthen and accelerate the implementation of existing regulations Review the development of industrial zones and generalize the P2I (Integrated Industrial Platforms) Implementation of the National Strategy for Sustainable Development (SNDD - issuing from CNEDD) leading to specific support program promoting RECP for industrial companies

Policy Instrument Proposals List the Policy Instrument Proposals (action fiches) that you have developed or are under development Environment Standard Control mechanisms (kind of Environment Police) RECP pooling actions within Integrated Industrial Zone Voluntary Depollution Mechanisms (FODEP, MVDIH) Investment Finance Support in RECP (ex. MORSEFF / FNE…) ISO Certification Nota : Those instruments exist. Action fiches aim to get them more efficient and to give them resources for upscaling.

Selected Policy Instrument Select one most significant Policy Instrument Proposal from previous slide and briefly highlight the following: RECP pooling actions within Integrated Industrial Zone: Treatment facility and waste transfer Treatment of water discharges Analysis Service and materials accounting Transport company Monitoring and control

Integrated Industrial Zone What is the impact that you hope will be achieved? : Internalization, reduction and cost sharing; Creating synergies between companies and a circular economy; Integrating SMEs and informal industries that do not meet the eligibility criteria of other mechanisms What is main expected barrier? Difficulties in creating consensus among all stakeholders and convincing industries to relocate. Example of an action which would be undertaken by members of the current MED TEST II Country Team that could have a significant impact? Identifying a Pilot Zone; Studies to demonstrate the benefits. What would be the timeline for your action(s)? 4 – 6 months

Identifying support for policy implementation Specify the stakeholders / individuals with whom you have engaged who showed ownership and interest and can be potential partners to further develop your proposals and eventually implement actions Ministry of Industry, Trade, Investissement and Digital Economy (Ministère de l’Industrie, du Commerce et de l’Investissement et de l’Economie Numérique) Ministry of Energy, Mines, Water and Environment (Ministère de l’Energie, des Mines, de l’Eau et de l’Environnement) Regional Councils and Selected municipalities Professional Industry Associations and Industrial Zones associations
