Background Current Vector Control Services have been provided by the Public Health Department since the 1980’s Focus is on mosquitos Larvaciding only No Disease Surveillance No Adulticiding 0.40 FTE Registered Environmental Health Specialist $35,000 per year in funding LA County covered almost entirely by vector control districts Focus is on mosquitos = disease vectors such as St Louis Encephalitis, West Nile Virus, and other threats such as Dengue Fever, Chikungunya and Zika PPHD program only includes larvaciding of mosquito breeding locations - does not include disease surveillance (bird or mosquito populations) or adulticiding or community education PPHD is only funded with public health realignment funding $35,000 to support .40 of a REHS Los Angeles County almost entirely covered by vector control districts (Greater Los Angeles, San Gabriel Valley, Compton Creek, etc) – all supported through assessment districts

Background San Gabriel Valley Mosquito and Vector Control District (SGVMVCD): Providing services since 1989 Annexing Baldwin Park & South Pasadena Services Maintains capacity to respond to Zika and other emergent vector threats Comprehensive approach Proper and necessary equipment Training Larvaciding Adulticiding Surveillance Community education Laboratory testing Has been providing services since 1989 In the process of annexing the balance of SGV cities including Baldwin Park and South Pasadena Provides larvaciding, adulticiding, surveillance, community education, laboratory testing, etc Will provide recommended response to address Zika and other emergent vector threats, utilizing proper equipment Supported by creation of assessment district through an annexation process via LAFCO and Los Angeles County Tax Assessor.

Recommendation It is recommended that the City Council: Find that the proposed action is exempt from the California Environmental Quality Act (“CEQA”) pursuant to State CEQA Guidelines Section 15319 Annexations of Existing Facilities and Lots for Exempt Projects and Section 15320 Changes in Organization of Local Agencies; and Adopt the attached resolution supporting the City’s annexation into the San Gabriel Valley Mosquito and Vector Control District.
