IFATSEA General Assembly 2015 Keynote address Berlin, Germany 16-20 November 2015 Jussi Myllärniemi Head of ATM/ANS & Aerodromes Department Flight Standards Directorate

European aviation European Union is a key player in global aviation: 800 million passengers using 450 airports and 150 scheduled airlines Since 1992, the number of flights within the EU has more than doubled In aviation regulation, the European Union is recognised as a world leader, among others: Single European Sky EASA as the centre of global aviation regulation Implementation in Europe of the global RSOO concept (Regional Safety Oversight Organisation) has been a success! IFATSEA, General Assembly, Berlin, Germany - November 2015

EASA - Facts and figures IFATSEA, General Assembly, Berlin, Germany - November 2015

EASA responsibilities EASA contributes directly to core EU activities/priorities, in particular by: Ensuring to all citizen a high level of aviation safety Ensuring highest common level of environmental protection Facilitate the internal aviation single market & create a level playing field Enabling growth and the creation of jobs Safety significantly affects all aviation domains: Total System Approach Operations & FCL 3rd Country Operations Airworthiness Aerodromes ATM/ANS IFATSEA, General Assembly, Berlin, Germany - November 2015

European aviation SAFETY (1) THE EUROPEAN SYSTEM FOR DELIVERING AVIATION SAFETY Safety management system Risk identification Risk-based approach Safety performance targets Mutual cooperation to identify safety issues EASP - European aviation safety plan Sharing and analysis of information IFATSEA, General Assembly, Berlin, Germany - November 2015

European aviation SAFETY (2) Common safety rules uniform level of requirements for operators, manufacturers and aviation personnel; facilitating the flow of products, persons and services in the internal market; allowing for mutual recognition of certificates and reducing the administrative burden and workload for national authorities and the industry. Close collaboration European Commission – EASA - National CAAs – Industry (Airlines, ANSPs, etc.) – Personnel through Associations, as IFATSEA IFATSEA, General Assembly, Berlin, Germany - November 2015

European aviation SAFETY - common rules Centralised rulemaking = common rule De-centralised application of common rules= 28+4 States (CAAs) & regulated organisations apply Common Rules Use of EASA rules EASA technical cooperation IFATSEA, General Assembly, Berlin, Germany - November 2015

Standardisation of Member States Monitoring how the National Aviation Authorities apply the common aviation safety rules Continuous Monitoring: Risk-based prioritisation of inspections Who: 46 States (EU Member States + Working Arrangements) How: Based on the collection and analysis of data Transparency: Results are communicated to the States on a quarterly basis IFATSEA, General Assembly, Berlin, Germany - November 2015

SES - Single European Sky 5 SES pillars Performance Safety Technology Airports Human factor Performance scheme Performance Review Body Functional Airspace Blocks Network Manager National Supervisory Authorities Airport observatory ATM Master plan SESAR Joint Undertaking Common projects Deployment governance Implementation projects EASA - ATM competence & Total system approach Specific sectorial dialogue Committee Consultative expert group on social dimension of the SES IFATSEA, General Assembly, Berlin, Germany - November 2015

EASA scope in ATM/ANS and aerodromes Safe air-traffic Safe landing/take-off Regulation on Air Navigation Service provision; ~ 250 ANSPs in Europe Several services: ATC, AIS, MET, NAV, … Rules of the Air Air Traffic Controller licensing New airspace concepts Regulation on Aerodromes; ~ 600 aerodromes (in BR scope) Aerodrome operator requirements & oversight Aerodrome operations Aerodrome design IFATSEA, General Assembly, Berlin, Germany - November 2015

EASA as ATM/ANS competent authority Oversight of ATM/ANS Pan European and foreign organisations Pan European services and functions Network Manager ESSP (EGNOS provision) Foreign ATCO training organisations Foreign organisations providing ANS in Europe IFATSEA, General Assembly, Berlin, Germany - November 2015

ATM/ANS Safety - ATSEP ATSEP training - subject to verification against organisational requirements (Regulation 1035/2011) intended to ensure the adequate training and safety management by service providers that employ ATSEP EASA and European Commission - a new regulatory proposal which includes a set of common European rules providing a common approach to ATSEP training and competence assessment It is envisaged that this proposal - ‘ATM/ANS providers & safety oversight thereof’ - will be formally adopted still in 2015 IFATSEA, General Assembly, Berlin, Germany - November 2015

Labour mobility is currently very low (<0.1% of ANS staff) ATM/ANS personnel Human resources are an essential element of aviation safety and Single European Sky success More than 43000 staff are directly employed by European ANSPs and represent 2/3 of their costs Labour mobility is currently very low (<0.1% of ANS staff) ATSEP mobility – (poss.) impact on performance and costs The upcoming common European rules - containing ATSEP training requirements & competency checks - facilitate the positive mobility of ATSEP IFATSEA, General Assembly, Berlin, Germany - November 2015

EASA and IFATSEA ATSEPs (IFATSEA) crucial role in European aviation system well known and respected by EASA IFATSEA’s contribution in EASA rulemaking groups has in the past always been high and dedicated and EASA hopes that it remains in such a way in the future Future ATM/ANS system will be technology driven and complex – can become a safety risk if not properly mitigated EASA is keen to work in close cooperation with IFATSEA – to find a common approach to maintain (or improve) the overall performance of the evolving ATM/ANS system IFATSEA, General Assembly, Berlin, Germany - November 2015

Thank you for your attention and I wish you a most successful IFATSEA General Assembly!
