U.S. Congress authorized federal cost-sharing for SVHs First Veterans of the Civil War were admitted to the Home VA’s nursing home program began GEC transfer the payment piece of the program to CBO For disabled volunteer soldiers and sailors of the Civil War, although initially only for those who served in the Union Army. Because of these restrictions, several states established Veterans homes at their own expense. By 1888, California, Illinois, Iowa, Massachusetts, Michigan, Pennsylvania, Vermont, Minnesota, Nebraska, Ohio, and Wisconsin had established SVHs. - 1888 SVHs--about 30 cents per resident per day, which was approximately $100 per year for each Veteran domiciled in a state home On December 6, 1890, the first Veterans of the Civil War were admitted to the Home. A significant part of VHA’s long term care strategy is effected through one of the longest existing Federal-State partnerships, the State Home Per Diem (SHPD) program. The Chief Business Office of Purchased Care (CBOPC) assumed program management responsibility for the SHPD Program on May 6, 2010. Previously, the program was managed by VHA’s Office of Geriatrics and Extended Care (GEC). Other SVH program functions, such as clinical oversight and grant program administration, fall under offices outside of CBOPC.

The construction grant program provides up to 65% federal funding to states to assist in the cost of construction of new nursing home, and domiciliary facilities, or expansion or remodeling of existing facilities. VA’s per diem program assists states in providing domiciliary, adult day health care and nursing home care for eligible Veterans through partial payment of per diem costs. In 1960, per diem rates were established and Congress increased them periodically, usually as a result of lobbying efforts by State homes. Since 1988, the Secretary of Veterans Affairs adjusted the per diem rates each year as appropriate. State Veteran Nursing Homes: $ 103.61 daily per resident State Domiciliary: $ 44.72 daily per resident State Adult Day Healthcare: $ 82.54 daily per resident 3.
